The purpose of the Logistic and Administration Manager is to lead the Logistics and administration team in Ethiopia in the delivery of efficient, cost effective and quality logistics and administration services (Procurement of goods and services, warehouse, fleet, office, guesthouse, assets and liaison etc) in accordance with NRC standard and to support programme/project delivery.

Job description

Ensure that country set up comply with Logistical Handbook, NRC policies and donor requirements
Implement NRC’s and administration logistics systems and procedures
Training and support of line managers and staff with logistical and administrative responsibilities
Management of the logistics and admin team
Ensure anti-corruption focus in procedures and trainings
Establish filing systems/archives according to NRC standards in all offices
Initiate and maintain necessary leases, licenses and contracts with relevant authorities and suppliers
Set the design of departmental objectives and standards
Provide regular analysis and reports
Manage and further develop the National Logistics and admin Department, with special emphasis on effective administration, procurement, transport, warehouses Offices/Guesthouses, security, and overall operations management.
Provide leadership to the procurement team to ensure that all NRC Ethiopia procurements are finalised in timely and quality manner, ensuring compliance with NRC Logistic Handbook/SOPs and donor guidelines.
Enforcing a No-Tolerance policy on corruption, in line with NRC Code of Conduct and Anti-Corruption Guidelines.
Training and capacity building of NRC logistics and Admin staffs as well as partners, with particular focus on Team building
Liaise with the Head of Program, Head of Support and Finance Manager to bring logs and Admin unit to the Finance and to the program departments in follow up of budget expenditures and management as well as systems and overall operations.
Work with the NRC Ethiopia Security focal person responsible for security management, and with the regional Security coordinator and Advisor to ensure compliance with NRC Security Plans and SOPs.
Participate in NRC management meeting and in interagency logistic and Admin meetings
Proactively carry out the implementation of Performance Management including objective setting, performance review, upward feedback and personal development plans
Build the capacity of the logistics and admin team across the country ensuring regular review of structure and systems
Actively participate in the implementation of Audit activities
Assume responsibility to develop and or encourage innovative and proactive approaches in logs and Admin departments
Ensure that logs and Admin department staff are supported and motivated at all times.
Assist with any other duties assigned by the Head of Support, as and when required.

Qualifications

Minimum 4 years of experience from working as a senior Logistics Manager in a humanitarian/recovery context
University degree in procurement / logistics and supply chain management or closely related business management fields;

Documented results related to the position’s responsibilities
Demonstrable ability to think creatively and practically to improve logistics management
High degree of computer literacy and word processing and Excel skills
Knowledge about own leadership skills/profile
Excellent communication, facilitation, and team building skills
Fluency in English, both written and verbal
Excellent self-awareness, as well as strong analytical and critical thinking skills;
Ability to plan workload and demonstrate accountability for outputs with minimal direct supervision;
Good organizational skills including accuracy, consistency, attention to detail, tenacity, and the ability to work under pressure;
Valid driver’s license
