Purpose of the Position

Under the direct supervision of the Health Specialist (P4) in charge of Health Systems and Health Care financing, the Supply Chain and Logistics Officer coordinates the supply planning for health program and support the capacity development activities on supply chain management to government partners.

Key Accountabilities and Duties & Tasks 

  1. Support to program development and planning
  • Provide technical support to the FMoH, PFSA and FMHACA for improved supply and logistics management system through consultation, attending technical meetings.
  • Develop and implement logistics planning through coordination with Operations/Supply sections, provides technical advice/supervises logistics arrangements, facilitating efficient clearance, storage and distribution of supplies and equipment to end-users from ports of entry and warehouses.
  • Responsible for supply planning through coordination with the programme units of the health section based on the annual work plans.
  • Identify/provide detailed technical specification for goods to be procured and for pharmaceutical products and provide technical specification in collaboration with Supply Division.
  • Review donor proposals from supply and logistics perspective and ensure that all supply and logistics components warehousing, in-land transportation, freight, supply monitoring costs are budgeted and the technical specification are appropriate for the activity planned.

2. Program management, monitoring and delivery of results

  •  Undertakes regular warehouse and field visits to project sites and sub-offices to inventory and monitor supply inputs. Ensure timely distribution of items to users and release orders are initiated and managed in VISION for the Health Section.
  • Produce annual report, trip report, VISION report related to supplies and logistics for the Health Section.
  • Monitor the freight purchase order expenditure through management dashboard and take action for closure or reduction/increase in value in consultation with the office logistics unit and Supply Division;
  • Monitor expiring and ageing stocks and follow up with programme units and ensure it is timely distributed; Ensure that expiring supplies are distributed before 12 months of date of expiry and there is no supplies expire in the warehouses;
  • Undertake bi-annual inventory counting of Health Supplies in warehouses;

3. Technical and operational support to program implementation

  •  Maintains contact with customs, FMHACA, PFSA, FMoH, RHBs and other officials, and initiates preliminary supply clearance documentations to facilitate timely customs clearance of supplies and equipment, in keeping with established protocol
  • Oversee the kit packing of emergency drugs kitting (EDK)
  • Raise sales orders in Vision for regular and emergency programs for local and offshore supplies as soon as the funds are allocated and in a timely manner;
  • Maintains contact with the Supply section to ensure all supply orders are issued and followed up timely.

4. Networking and partnership building

  •  Build and sustain effective close working partnerships with health sector government counterparts and national stakeholders through active sharing of information and knowledge on supply chain management to enhance program implementation and build capacity of stakeholders to deliver concrete and sustainable results.
  • Participate in appropriate supply donors group or inter-agency (UNCT) on health programs focusing on Supply Chain Management Strengthening to collaborate with   partners/colleagues on required operational planning and preparation of health programs/projects and to integrate and harmonize UNICEF position and strategies with the UNDAF development and planning process.

5. Innovation, knowledge management and capacity building

  •  Participate in country led innovations in making essential drugs and commodities available
  • Identify, capture, synthesize and share lessons learned for knowledge development and to build the capacity of stakeholders.
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable program results.
  • Assist with oversight of research and ensure results are available for use in knowledge products
  • Participate as resource person in capacity building initiatives to enhance the competencies of clients/stakeholders in supply chain management and related areas.

Required Qualifications & Experience;

Education;

  • University degree in Supply Chain Management/Procurement/Purchasing, Pharmacy, Public health, Business Administration, Management,  or related technical field.

Experience;

  • A minimum of 5 years of progressively responsible professional work experience in supply and logistics management at national or regional level.
  • Experience in health supply chain management including capacity building projects on supply and logistics.
  • Experience in supply and logistics area in UN system agency or organization is an asset.
