The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

In 2015, NRC’s operations in Lebanon provided assistance to more than 300,000 beneficiaries  

Although Lebanon is not a signatory to the 1951 Refugee Convention, it has the highest number of refugees per capita in the world. The estimated 1.5 million Syrian refugees and 270,000 Palestinian refugees amount to over a quarter of Lebanon's total population.

NRC opened our offices in Lebanon in 2006 and through our Lebanon programme, we support everyone affected by displacement – refugees as well as host communities. We help them fight for their rights and overcome the everyday hardships they face.  We focus on providing legal assistance and shelter, and advocating for refugee rights inside the country, regionally, and internationally. NRC has offices located in Beirut, Tyre, Tal Abbas and Zahle.  Because refugees in Lebanon live side-by-side with the Lebanese, we also work to serve the local communities hosting displaced people.  In all NRC projects, our experts work together to maximise the impact of our activities.

 

 

Role Specific Information

Key Responsibilities:

  • Support the introduction of an accountability framework (which includes provision of CFRM)
  • Provide leadership and support to Area managers and M&E Technical Officers in planning and standardizing MEAL and CFRM across projects / Areas

  • Ensure After Action Reviews and other studies and evaluations are completed, managing these processes where necessary

  • Participate in program design and proposal discussions, including support on theory of change development, log frame design, and budgeting for M&E
  • Support project and area managers in developing data collection methodology and tools, and systems for on-going data analysis

  • Support internal improvement processes (Programme Cycle Management, Strategic planning, Macro Log Frames etc.) according to need

 

Our Ideal Candidate:

We are seeking a candidate who has minimum 5 years’ experience in an international NGO preferably in an emergency or post-conflict setting, specifically including M&E capacity and systems development, with a university degree in social sciences, economics, or any relevant field.

Good information management and data analysis skills, and the ability to prepare and provide with statistics.

Good experience with the NGO’s sector and different donors, particularly ECHO and DFID.

Good experience in developing M&E systems, and feedback mechanisms, in addition to good referral systems, and the ability to present data in a simplified way.

Working well under pressure, and coping with competing demands in the field. Organized person who is able to prioritize at work.

Some knowledge of the context in Lebanon and Arabic language are an advantage.

Additional Information:

Contract period: 24 months

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Beirut with up to 20% travel.

Approved health certificate will be requested before contract start
