Background:

Greece is the major point of entry into Europe for refugees and migrants fleeing conflicts, with an estimated one millian refugees and migrants arriving in the country since January 2015. During 2016 alone, some 37% of refugees and migrants were children, including over 2000 unacompanied children (UAC), who face grave protection risks, including trafficking, exploitatoin and abuse. As border closures and restrictions in Europe tightened in early 2016, refugees and migrants faced an unforeseen extended stay in Greece while waiting for their asylum claims to be processed. As of March 2017, an estimated 60,000 refugees and migrants remain across the islands and mainland Greece. 

The national system to protect UASC in Greece – from identification and registration, to referral and protective services - has been overwhelmed light of the current crisis. This has resulted in time delays in processing of identified cases and not enough facilities to house and provide protective services to UASC. The National Centre for Social Solidarity (EKKA), a structure within the Ministry of Labour, is a key player in the national response to UASC and is responsible for managing the National Referral System of accommodation requests for UASC and Asylum Seekers. Efforts to strengthen EKKA's UAC referral and placement system in 2016 have seen positive results:

  • From January to December 2016, 4161 UASC were registered by EKKA (an increase of over 300% in the rate of registration compared to the same period in 2015).
  • As of mid-March 2017, the national accommodation capacity for UAC increased to 1,352 spaces across 53 shelters (up from 432 spaces in March 2016, an increase in over 300%). An additional 890 registered UASC are on a waiting list for placement, and child protection actors are exploring various community-based options for safe, protective accommodation or care to meet this need.
  • Since April 2016, EKKA has been compiling weekly statistics on UAC referrals and sharing these with a broad group of actors which has helped to inform the collective understanding of UAC needs and trends.
  • Efforts to set up an automated database for EKKA are underway in order to improve efficiency and accuracy of the referral system and trainings have been conducted with front line workers to introduce them to the appropriate modalities for referral. 

Despite the progress above, as the number of accommodation spaces for UAC have grown exponentially over past twelve months, accurately tracking referrals, placements and departures of UAC from facilities with the current system, has become more complex. In order to support EKKA in its transition from a single-source manual-based information management system to a multi-platform web-based one, the support of an information management specialist is needed. However, austerity measures and related freezes on government hires, means that this additional staffing need cannot be met by the State. 

UNICEF's humanitarian response plan for Greece aims to ensure that protection, care and support is assured for refugee and migrant children on the move and stranded in the country, including for unaccompanied and separated children. As part of its overall goal, UNICEF has committed to strengthening the system to identify, refer and provide protective care for UASC, including through enhancing government capacity to ensure efficient processing of cases and improve accuracy and efficiency of referrals and related data and trends analysis. 

Purpose:

In light of the above, and within the framework of UNICEF's Humanitarian Response to the Refugee and Migration Crisis in Europe, UNICEF Greece is seeking to hire an information management consultant to be seconded to EKKA for a twelve month period, in order to support their information management, data analysis and data compilation needs as they transition to a new web-based referral system for UAC.

Major duties and responsibilities 

  1. Support EKKA to carry out regular data analysis and produce related public reports, including weekly dashboards and monthly trends analyses on UAC data from EKKA, as well as produce relevant graphs, charts, and infographics as required in order to inform a broader analysis of the situation of UAC in Greece and to inform strategic planning and response.
  2. Support EKKA to manage data storage through an interim access database. Maintain and further develop the structure and format of the interim database as required, incorporating user needs as communicated by EKKA staff.
  3. Support EKKA to oversee the commissioning and development of a national web based information management system for UAC referrals. In close cooperation with UNICEF, maintain regular contact with consultancy firm developing the database, to oversee the work, facilitate coordination and technical oversight meetings among key stakeholders, and ensure project is on track and responding to the needs of EKKA.
  4. Support orientation and training of EKKA staff and other front line users as needed, on use of new information and data management systems and analysis. Assist in development of relevant guidance material for staff on data management.
  5. Provide quality oversite and technical support to EKKA staff and other front line workers inputting data into the system to ensure accuracy, quality and timeliness of data provided.
  6. Provide troubleshooting and ongoing technical support to EKKA staff on the use of the database as needed.

Key Deliverables

  1. Detailed information management work plan for EKKA (month 1)
  2. Weekly dashboards on UAC (weekly)
  3. Monthly trends analysis reports on UASC (monthly)
  4. Other data reports, graphs and information products as needed (as needed)
  5. Training material and training sessions of EKKA staff and other front line users on use of access database (month 1)
  6. Monthly progress reports outlining progress on development and roll out of access and subsequently web-based data systems (monthly)
  7. Provision of technical support and troubleshooting as needed for information management and database usage (as needed)

Management and Reporting

The consultant will contracted by UNICEF and seconded to the National Centre for Social Solidarity (E.K.K.A.). S/he will be managed by and report directly to the Coordinator for the Accommodation Requests for Asylum Seekers and Unaccompanied Minors Management Service, and work as part of that team. The consultant will work in close coordination UNICEF's Information Management Specialist and will provide monthly reports on progress to UNICEF (reporting to the Chief of Child Protection). No sensitive case data will be shared with UNICEF or any other actor without prior consent of E.K.K.A. Coordinator. 

Minimum Qualification and Experience

  • Professional university or technical degree in social sciences, information management.
  • At least 7 years professional experience working in information management, data analysis.
  • Fluency with a range of computer applications and information management tools
  • Fluency in written and spoken English and Greek is essential.
  • Ability to work through networking and partnership.
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships.
