Job description

The De-mining Officer is an integral part of the OSCE Office in Tajikistan's Politico-Military Department. Under the supervision of the Head, Politico-Military Department, the De-mining Officer performs the following duties:
1.Is responsible for full project cycle management of all mine action projects (UB and ExB);
2.Works closely with the Commission on Implementation of International Humanitarian Law (CIIHL), the Tajik Mine Action Centre and other stakeholders to identify and address strategic issues facing Tajikistan in the implementation of its commitments under the Ottawa Convention;
3.Advises senior management on Mine Action/de-mining issues in accordance with Mission mandate as well as provides technical advice on strategic planning, in relation to the mine action/de-mining programs;
4.Prepares written communications (briefing notes, memos and/or presentations) to provide the senior management with background and context on the objectives of the Mine Action/de-mining projects and strategic planning process;
5.Provides information on type of mines, ammunitions, explosive remnants of war (ERW), unexploded ordnance (UXO), explosive related materials and other hazardous materials, if available as well as provides all necessary information on demolition materials, procedures and operations;
6.Liaises with other agencies/companies engaged in Tajikistan Mine Action programme to ensure that Mission has all data needed to keep their verification database updated;
7.Develops, in co-ordination with the Programme Manager, a mine-awareness/risk education training programme to raise awareness about operating in areas with unexploded ordnance, mines and related dangers;
8.Ensures the provision to senior management of updated information on mine contaminated areas;
9.Co-ordinates, on behalf of Mission, on a technical level, mine action activities with the relevant mine action stakeholders in Tajikistan to support efficient and effective implementation of strategic and project efforts; Identifies performance measures on the implementation of Mine Action/de-mining projects and recommend processes for measurement;
10.Monitors, evaluates and provides ongoing support to the process of nationalization of the Tajikistan¿s Mine Action Programme, especially through identifying and addressing capacity-building needs among managerial and programmatic staff;
11.Supports the Head of Office in fostering dialogue and in designing and implementing specific confidence-building measures that will enable Central Asian participating States to work together to reduce the threats posed by the landmines and other explosive materials as well as works with the Programme Manager identify risks and issues affecting the programme as a whole;
12.Contributes to the reporting and to periodical analytical reports of the Department;
13.Supervises six staff;
14.Performs other duties as assigned.

Qualifications

◾University degree in security and/or military sciences, or equal education, preferably in humanitarian Mine Action and/or military engineering field
◾Progressive professional experience in a related field - preferably in an international environment and/or within operational missions with humanitarian mine action and/or military engineering portfolio
◾Experience in project management, including finance, planning, implementation, monitoring, evaluation/controlling and reporting
◾Understanding of the challenges facing Tajikistan and Central Asia states in Mine Action
◾Several years of advanced professional experience in a related field - preferably in an international environment or within operational Missions
◾Excellent analytical, diplomatic and negotiation skills
◾Professional fluency in the English language and the ability to draft documents clearly and concisely
◾Flexibility and ability to work under pressure in a challenging environment and with limited time frames
◾Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender and diverse political views, while maintaining impartiality and objectivity
◾Ability to operate Windows applications, including word processing and e-mail
◾Ability to drive 4x4 vehicles with manual transmission
◾Be available to travel in hazard areas of the Mission
programs

Personal qualities

◾Excellent physical condition
◾Possession of a valid automobile driving license and ability to drive using manual transmission
◾Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

We offer

Salary range from nkr 498 000 - 577 000 depending on experience and education + allowances
