Position Purpose
The Sr. International HR Business Partner (HRBP) works closely with the HR team and in partnership with program staff in supporting DC and field offices on all aspects of international HR including employment, development and implementation of policies and procedures, administration of local labor laws, compensation, employee relations/mediation, culture and office start up, maintenance and shut down. The Sr. International HRBP reports to the VP of Global Human Resources.

Key Responsibilities
Drives collaboration on the development of HR activities, policies, processes, strategy and annual HR strategy.
Provides advice and coaching to domestic and international staff on all human resource related matters including hiring, termination, policies, performance management, and employee relations.
Partners with the VP of Global HR on Pact’s performance management system, Propel, engaging staff world-wide, with train-the-trainer, webinars, articles, videos and updating Mosaic with all necessary forms and directions.
Handles conflict, fosters understanding, advances ideas and inspires trust.
Partners with the VP of Global HR in driving activities that lead to the desired organizational culture.
Partners with country HR representatives and project staff in developing country-specific employee handbooks, employment agreements, employee relations, compensation scales, country benefits, and policies and procedures.
Guides and partners with country office leadership in developing and implementing benefits and compensation plans that align with Pact’s desired culture.
Partners with country office in selecting and procuring legal employment council.
Partners with Recruitment team in setting recruiting strategy for senior and international positions and helps ensure that Pact attracts and retains the right talent to successfully take Pact into the future.
Assists with compilation of HR metrics, and statistics in support of affirmative action and various compliance requirements.
Provides advice and guidance on HR related start-up and closeout activities and procedures in coordination with country and project leadership.
Drives and owns Pact’s LMS and develop ongoing opportunities for continuing development.
Supports Pact’s Reward and Recognition program including the Pact annual awards, President’s Award, Stamberg Award, etc., innovating new ways to reward and recognize global employees keeping the program cutting edge.
Leads and participates in organizational and departmental projects as needed.
Perform other duties as assigned.
Basic Requirements
BA and at least 10 years of relevant experience (or equivalent)
Ability to travel internationally
Preferred Qualifications
PHR, SPHR, GPHR certification or advanced degree in HR
Fluency in English and proficiency in at least one other language
Demonstrated sensitivity in handling confidential information
Outstanding interpersonal skills and the ability to work effectively both in groups as well as independently. Self-motivated and able to work independently and as part of a team
Excellent customer service, with the ability to present information, make recommendations and influence positively across various levels of the organization while exercising professionalism and diplomacy to accomplish objectives
Capacity to remain current with changing laws and regulations, ensuring Pact is compliant and as programs in place to support these requirements
Proven project management experience with the ability to influence the direction of key initiatives and work with others to guarantee deliverables
Demonstrated competence in employee benefits, compensation, employee relations, performance management and human resource practices and related laws and regulations
Ability to manage complex projects, prioritize multiple tasks with close attention to detail and accuracy and meet deadlines
Exceptional ability to communicate, both orally and in writing oral and written communication skills.
Experience and fluency with Human Resource Information Systems
