School Based Management (SBM)

 

Duty Station: Baghdad

  • Background and Justification for Consultant / Individual Contractor Contract  
  1. Following the expiry of the IPSM Grant, UNICEF has been supporting the Ministry of Education to maintain the gains of the IPSM and provide impetus in ensuring administrative decentralization at all levels, including revision of the school governance structures. UNICEF has continued to support MoE in developing School Based Management approach by providing plans and guidelines. Next phase is to support and guide the ministry to lead the implementation SBM approach to take the process of administrative decentralization to as many schools as possible in the 11 governorates.
  2. UNESCO and UNICEF have worked with the Ministry(s) in the education sector and have been providing technical support to the Ministry(s) in examining modernization issues within the Ministry of Education. The programme was coordinated across government through the National IPSM Steering Committee and overseen by Education follow-up committee at the Prime Minister's Office (PMAC).

  • Goal / Objective - Programme Group Result/Intermediate Result (PCR/IR) relevance

Further to the implementation of IPSM Phase 2, this assignment will facilitate the implementation of UNICEF School Based Management approach in selected schools from the formation of Parent/Teachers' Association (PTA) through development of School Improvement Plans (SIP) and their implementation with devolved decision making authority to expend provided school block grants; and ensuring the integration of the new SMC/PTA guidelines within the SBM guidelines as a customizing measure.

  • Specific Tasks
  1. In consultation with the MoE Erbil and Baghdad, reconstitute the coordination committees at national, regional, directorate and school levels following the completion of IPSM to reflect service delivery focus of School Based Management approach at school level. 
  2. In consultation with appropriate coordination bodies at national, regional, directorate and school levels facilitate the revision and evaluation of approved decision making authorities in order to reach a common understanding and consensus on the authorities, which will again be adopted and endorsed by the Minister of Education
  3. Assist in developing monitoring and reporting mechanism for SBM schools in consultation with appropriate coordination committees and prepare detailed report on progress made in the application of administrative and financial powers divested for decentralized management.
  4. Work with the NoA to facilitate the scaling up of SBM approach in collaboration with appropriate coordination bodies.
  5. Assist to develop SBM policy framework in collaboration with appropriate coordination committees for MOE consideration.
  • Duration of the contract: 1 May 2017 till 30 September 2017



Proposed Schedule for Deliverables and Payment Scheme:


The schedule should include deadlines for completion of tasks and submission of deliverables. Payments should be linked to satisfactory deliverables in a). All estimated travel-related costs (i.e. DSA, transport, etc.) are to be included in b).

  • Working Conditions
  1. Location: Baghdad with frequent travel to the regions
  2. Logistic Requirements: Consultant is expected to have own computer as recommended by HR with IT access only.  
  •  Minimum Qualifications Required

Education: Post Graduate University Degree in public administration, political science, sociology, education or related fields with Work Experience:

Number of years of relevant experience in specific field (s) of work: ten years' experience of progressively responsible work in project/programme management,

Special skills: at least three years at professional level in support of UN/INGO programme.

Competencies: Drive for results; Good knowledge, both written and oral, of English and Arabic.

Contract Supervision :

Consultant will be supervised by Chief of Education
