Individual Consultancy: Programme Convergence Strategy, UNICEF Mozambique

The overall purpose of the consultancy is to support the Programme Coordination Unit and the Country Office Management Team to continue to identify and reinforce synergistic programmatic convergence throughout the programme both in Maputo and in the new co-located offices. The specific objective of the consultancy is to write and submit the UNICEF Mozambique Programme Convergence Strategy.

PURPOSE AND OBJECTIVE

The overall purpose of the consultancy is to support the Programme Coordination Unit and the Country Office Management Team to continue to identify and reinforce synergistic programmatic convergence throughout the programme both in Maputo and in the new co-located offices. The specific objective of the consultancy is to write and submit the UNICEF Mozambique Programme Convergence Strategy.

In order to address the above-mentioned objective the consultant will work in close collaboration with relevant programme staff on the following tasks:

-  Reviewing the Theories of Change in the programmatic areas of: reduction of stunting, adolescents and the development of child sensitive social protection systems.  For early childhood development, the focus will be reviewing the CO current work on ECD against global and regional ECD strategies and theories of change.

-  Facilitating a participatory planning exercise around the above-mentioned areas in order to:

·  Identify the specific intermediate results for these programme areas at different level: individual, family, community, district, province and central government

·  Identify the respective accountabilities to achieve these results

·  Propose concrete and efficient strategies, key actions and related accountabilities for better internal and external collaboration on identified results

·  Identify internal and external constraints to strengthened programmatic convergence in Maputo and co-located offices

·  Identify incentives and indicators of success for increased programmatic convergence

·  Identify recommendations to sustain the CO focus and results linked to programmatic convergence


METHODOLOGY

Upon taking up the assignment, the consultant is expected to develop an inception report detailing the methodology for the consultancy and the outline for the programmatic convergence strategy. The methodology will include a review of relevant documentation including the previous convergence strategy, the various strategy notes and relevant joint programming documents, participatory planning exercise. 


DELIVERABLES AND PAYMENT SCHEDULE

The consultancy will provide the deliverables listed below. Payment will be processed upon acceptance of the deliverables by the Deputy Representative.


Deliverable 1:

Delivery date: by 10 May 2017

Product: An inception report including work-plan

Payment: 30% of the total honoraria


Deliverable 2:

Delivery date: by 15 June 2017

Product: Report on participatory focus group discussions with thematic groups and provincial teams

Payment: No payment


Deliverable 3:

Delivery date: by 25 June 2017

Product: A draft programmatic convergence strategy presented at the CMT at end of June

Payment: 30% of the total honoraria

Deliverable 4:

Delivery date: by 20 July 2017

Product: A final programmatic convergence strategy in English including relevant convergence frameworks and accountabilities matrices 

Payment: 40% of the total honoraria


SUPERVISION AND DURATION

The consultant will work under the direct supervision of the Deputy Representative with close interaction of key programme staff in Maputo and co-located offices and the Representative as needed.

The consultancy will cover a period of three months. The consultant will be based in Maputo with at least two trips to Quelimane and Nampula to interact with staff based there.


QUALIFICATION REQUIREMENTS

Academic qualifications. At least a Master's degree in a relevant field.

Work experience. At least 10 year working experience in programme or strategic planning in development cooperation. Experience with UNICEF programming a strong assey.

Languages. Fluency in English. Knowledge of Portuguese a strong asset.

§  Technical assessment: 70% based on compliance with the qualifications, experience and language.

§  Financial proposal: 30%
