Children in West and Central Africa have their rights violated on daily basis to an extreme extent. They die from malaria, diarrhoeal diseases and vaccine-preventable diseases such as measles. Under the guidance of the Regional Chief of HR, and with the support of an HR team, the incumbent will be responsible for overseeing the region-wide implementation of HR activities as part of the HR reform. S/he will also serve as deputy to the Regional Chief of Human Resources and will be responsible for managing the day-to-day human resources management activities of the Regional Human resources section to strengthen its oversight role, which includes quality assurance, technical guidance, policy interpretation and advice, partnerships and capacity development on a broad range of HR functions such as talent sourcing, recruitment, career development, performance management and learning and development.

Management and/or advisory support to the Regional Chief of HR

  • Provides advice to the Regional Chief of HR in establishing the annual work plan including developing strategies and determining priorities/targets and performance measurements.
  • Provides technical advice to HR colleagues in the section and the region on all aspects of HR implementation. 

Recruitment and Selection of Staff in the RO

  • Proactively partners with line managers and staff in supporting recruitment in the regional office, ensuring business needs are clearly addressed and integrated into the recruitment process to attract the strongest candidates possible.
  • Ensures quality assurance on all national officer recommendations for fair and competitive selection processes for approval by the Regional Director.

Policy interpretation, technical support and quality assurance to Country Offices

  • Guides country and regional office colleagues on the interpretation of HR policy, procedures and guidelines.
  • Supports country offices in their re-structuring during post budget reviews, such as policy guidance on job classification, organization design, job descriptions, and post changes/establishments.
  • Conducts GS job classification for country offices before TRT, ensuring compliance with HR policies, completeness and accuracy of documentation; and preparing recommendation for review and approval by the Regional Chief of HR.

 Capacity Development

  • Explores, identifies and implements opportunities to develop and support capacity building of HR staff in the region.
  • Advises on staff learning/development, career development, coaching and counselling in operations area that is gender-sensitive

Staff Management and Relationship Management

  • Monitors staff/management issues and supports/advises management and staff as appropriate to improve working relations and mediates to resolve conflict. 
  • Promotes management excellence by ensuring accountability in all areas of HR and by demonstrating a high level of skills in the management of staff resources including staff selection based on merit and the needs of the organization, staff aspiration and counselling, systematic and equitable performance management, and staff development and learning activities.


Advocacy, networking and partnership building

  • Builds and strengthens strategic partnerships with Regional Advisers, global/regional/country office managers HR Managers/Specialists/officers through active networking to promote common approaches, encourage partnerships and advocate best practices and common system improvements.
  • Participates and/or represents UNICEF (as delegated/designated) in key events/meetings and in inter-agency discussions and planning on HR related issues.


To qualify as a champion for every child you
will need to have…

  • An Advanced University Degree (Master's) in human resource management, business management, international relations, psychology or other related social science field is required.
  • A minimum of eight (8) years of increasingly responsible experience in human resource management, at the national and international levels in an international organization is required.  
  • Experience in providing technical and administrative leadership to staff in a supervisory role is required.
  • Experience in building and delivering applicant pipelines in complex programming context.
  • Prior experience working with multiple stakeholders in various locations with proven ability to take initiative and build strong, productive relationships.
  • Experience in designing and implementing targeted and innovative human resources strategies to address clients' people-related needs;
  • Prior experience working in a UN system will be considered an asset.
  • Fluency in English and French is required. Knowledge of an additional UN Language (Arabic, Chinese, Russian and Spanish) is considered an asset.

This position is classified as "rotational" which means the incumbent is expected to rotate to another duty station upon completion of their tour of duty.
