                                                       Terms of Reference

Tracer study on youth graduates and secondary data analysis of relevant skills for specific areas of return in Somalia.

 

  1. Background

    The protracted refugee crisis in Dadaab continues, with 260,923 (50.6% female) registered refugees predominantly Somali as at February 2017. 48%  of camp population are school going aged children of 3-17 years and 12% youth between 18 to 24 years. Over 40% of school going age children are currently out of school with very limited opportunities for alternative forms of education, leaving them with no skills and knowledge to participate in livelihood and economic activities. With the restrictive government encampment policy, refugee movement, access to credit/ financial opportunities and ability to register and conduct business out of the camps is limited, making refugee more reliant on humanitarian assistance

     Norwegian Refugee Council (NRC) has since 2008 been providing skills development and training opportunities targeting youth 15-24 years through the Youth Education Pack (YEP) programme. This is in response to the needs of the many out of school youth in Dadaab, who are for one reason or the other are left out of the formal education system. The programme provides relevant vocational skills based on market assessments and foundational skills such as basic literacy, numeracy and life skills. The programme has over the years expanded, and evolved to take into consideration emerging needs of the dynamic market. With increasing focus on return of Somali refugees and need to address cross boarder aspects, the Dadaab training programme should be  aligned to provide skills that are relevant to areas of return. In addition, the emphasis is also in ensuring that the youth are accessing opportunities in the market and training addressing the skills gap. It is against this background that NRC would like to conduct both a tracer study on former YEP graduates and secondary data analysis on relevant skills to specific areas of return.

     Objectives of the Youth Education Pack (YEP)

    The NRC YEP programme falls within NRC broader education strategic objective of ensuring that Displacement affected children and youth, including those from vulnerable communities, realise the right to quality basic education, and acquire the necessary knowledge and skills to achieve durable solutions.

    Specifically, the YEP programme objective is to provide children and youth with enhanced skills & Livelihood opportunities

  2. CURRENT SITUATION  

     

    To date, over 6,000  host community and refugee youth from all the camps have benefitted from NRC YEP programme .The programme  provides over 17 skills using an accredited curriculum by National Industrial training Authority of Kenya(NITA ) .Youth have been support in different  levels of training from grade test level 3 to grade 1 trainings .

     

  3. OBJECTIVES OF THE STUDY

The study is in two folds a) a tracer study of former YEP graduates b) secondary data analysis of marketable skills for specific areas of return in Somalia.

  1. The tracer study has three specific objectives:
    • To establish employment status of the graduates both in informal, formal and self-employment.
    • To identify the challenges facing the graduates in markets in both informal, formal and self-employment and recommendations on how the training programme can address this.
    • To document the views of the employers on the skills/ quality of graduates in relation to the market skills demand   and recommendations on how to improve.

       

  2. The secondary data analysis on marketable skills   has two specific objectives:
  • To profile relevant vocational skills marketable for the identified areas of return in the formal, informal sectors and enterprise
  • An analysis of potential employers and existing   job placement opportunities including skills requirements by the potential employers.

 

4. SCOPE OF WORK

 

a) Tracer study: The tracer study will be limited to graduates of   2013 to 2016, trained through NRC YEP programme. The geographic focus will be Dadaab and its environs and a representative sample from youth who have returned to Somalia, especially Baeda, Mogadishu and Kisamyo which have majority of returns. The consultant will trace these youth using networks within the youth and NRC contact offices in Somalia.

b) Secondary data analysis on marketable skills: The geographical focus will be on return areas of Afgoye, Afmadow, Baidoa, Bal’ad Balad Hawo, Beldwein, Dinosaur, Jowhar, Kismayu, Luuq, Mogadishu and Wana-Weyne. A cross section of information from varied sources should be analysed, giving room for comparison of trends and emphasis on sourcing for the most recent reports on market, labour, value chain analysis, follow-ups, tracer studies and any relevant documentation.

 

5. DELIVERABLES

  1. Inception report and inception meeting
  1. Tracer study: Detailed explanation of study methodology, including survey design, sampling methods, tracing strategies, final time schedule, data entry, arrangements for supervision and validation of data collected and report writing

b) Secondary data analysis: A draft presentation on what will be analysed, type of analysis to be  used based on the specific objectives outlined above, including preliminary sources of information/ documents to be reviewed.

  1. Presentation of preliminary findings in a draft report, covering both the aspect of the tracer study and secondary data analysis on marketable skills.
  2. Presentation of Final reports in soft copy and four booklet copies.

6. Technical Proposal

The technical proposal should include

  • A brief explanation about the Consultancy firm and /or Consultant/s with particular emphasis on previous experience in this kind of work; profile of the Consultant/s to be involved in undertaking the works;
  • CV detailing key qualifications of the professional as outlined above
  • Understanding of the TOR, the tasks to be   accomplished as well as detailed draft plan.

7. FINANCIAL PROPOSAL

The financial proposal should provide professional fees and all costs required for undertaking this consultancy.

 

7. Duration and timeframe

The duration of the assignment will be a total of 25 days, from the date of contract signing.

8.   Qualifications and Expertise required

  • Post-graduate degree in Social Sciences, Education, Economics, Project Management, or any related field 
  • Minimum of 10 years’ relevant professional experience in conducting similar tasks, particularly in market assessments, tracer study, education and livelihoods related research.
  • Proven experience in conducting market assessments and similar skills oriented and livelihood studies in the context of Somalia, particularly in the current return areas of Somalia.
  • Strong experience in conceptualizing and implementing market, labour, value chains analysis and tracer studies within the context of TVET and preferably in the context of Somalia 
  • Experience in conducting market assessments and or other related studies in some of the return areas and other parts of Somalia
  • Proven knowledge and understanding of Somalia, especially in the context of TVET and livelihoods programmes.
  • Excellent communication and report writing skills 
  • Fluency in English
