What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law.  We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations

Purpose of the position

The Department of Financial Resources & Logistics is leading a project named OSCAR, aiming at improving Supply Chain management and customer service. To this end, Logistics, Finance and Assistance Divisions are working together to implement new ways of working, based on a transversal software named JD Edwards (JDE). A first release was started in June 2014 in Geneva, and will continue throughout various ICRC delegations worldwide until 2018.

New sites will be deployed on a regular calendar until 2018 and as such, the OSCAR projects needs to recruit a dedicated team in charge of implementing JDE worldwide.

 

Reporting to the Line Manager (the Project Manager), the Deployment Leader (Line Personnel) will be accountable for deployment results and timelines, as pre-defined in the roll-out methodology.

Before deployment: he/she will define with sites, implementation procedures

During deployment: he/she will implement OSCAR (JDE solution and new processes)

After deployment: he/she will be in charge of preparing transfer to Support teams

Organization

The Deployment Leader will be in charge of all organizational related activities. He/she will make sure the management understands the new roles and segregations of duties brought by JDE. Based on the target processes and roles he will identify the target users (i.e FSS users, SUN users, requesters, etc.) and compile in coordination with management (LOG CO, ADMIN CO and HOD/HOSD) a list of related documents. He will also conduct a preparatory mission to present the project and a skills assessment based on existing templates, collect information related to system parameters and give advices on future logistics and finance departments’ organization.

NB / All organizational activities will be conducted during the preparatory mission.

Technical Pre-Requisites / Set up

The Deployment Leader will make sure all the technical pre-requisites are in place prior any deployment. To this end, he/she will closely work with:

ICT (Local IT and ICT Infra) to make sure JDE is working on-site and that the environments are ready

Data Migration Officers and JDE Data Manager to check that the core data is created

MSSC to check that the users’ accounts have been created and that the user provisioning is done based on the target matrix.

APO to follow-up on system changes, and make sure all training and organizational documents are up to date

The other team leader to make sure that the same deployment process is applied

Training

The Deployment Leader will be accountable for training related activities including training plan validation with the business and users’ training.

Regarding training organization, he will closely work with the key person for training planning (invitations) and logistics (rooms, computers, and training material) to make sure all the pre-requisites are in place prior any training session. As a JDE expert, he/she will ensure that Key Users training (in regional centers) is being conducted and completed.

Data Preparation

The Deployment Leader will closely work with Data Migration Officer to make sure that the data is properly migrated prior any deployment.

Support

The Deployment Leader will ensure Post Go-Live support (remotely or on site) in coordination with OSCAR Key Users. He will make sure that the support processes are working properly (i.e. Level 0: Key users, Level 1: ICT Service Desk, Level 2: MSCC, LOG_SCSP, other) 

Communication 

The Deployment Leader will be accountable for all communications (Management, Key Users, End Users, etc.) related to deployment organization and milestones. Based on existing tools and a target calendar, she/he will make sure that all stakeholders are properly informed in advance.

Coordination

The Deployment Leader will be accountable for deployment coordination. He/she will be in charge of leading follow-up meetings with key interlocutors and delivering the appropriate level of information to management / stakeholders.

Expected Results

OSCAR Users (LOG and requesters) understand the new roles and processes and they are properly trained on JDE and feel at ease using the tool. Support organization is in place and Key Users are able to provide Level 0 support and report issues to Level 1 and 2. The system is properly running, data is migrated and stocks are neutralized.

Profile and Skills Sought

Good knowledge of supply chain processes (ICRC preferable)

Position requires extensive travelling

ERP experience as a plus

Deployment / coordination background

Ability to plan and organize tasks

Leadership

Capacity to manage stress and maintain composure under pressure

Team player

French / English speaking – writing (both at a fluent level)

Additional information

Contract Duration: 1 Year (with possibility for extension)
Start Date: As soon as possible

***Please note that this post is not based in Geneva at Headquarters, nor in one specific ICRC delegation. In general the Deployment Team spends 7-8 weeks in one delegation, often moving internally in-between sites. At the end of the 8 weeks, the Deployment team moves directly to the next delegation. Additionally, this is not a family mission.***

In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals

Candidates must be in good health and will have to do a medical check-up prior to departure in the field

Candidates must possess a driving licence (for manual transmission vehicles)

Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for at least the first 24 months
