Staff Development Officer (Programme) 

ORGANIZATIONAL CONTEXT

The post is established within the Operations & Programme Management Unit (PMU) of the Global Learning Center. The unit works with the Division of Programme Support and Management (DPSM) on learning initiatives related to programme management, the Result Based Management (RBM) approach, the use of corporate RBM softwares and tools (Focus/MSRP), Information and data management, as well as technical operational themes related to life saving and transitional initiatives aiming at promoting sustainable interventions and durable solutions (Public Health, WASH, Shelter, livelihood, environment, etc).

Given the cross functional nature of Programme Management, the Unit maintains close relations and collaborates with other Divisions and Services such as the DFAM/Implementing Partner Management Service (IPMS), the Programme Budget Service (PBS), the DER/Donor Relations and Resources Mobilization (DRRM), the Policy Development and Evaluation Service (PDES) and the DESS/Emergency Capacity Management Service (ECMS).

The incumbent is accountable for pro-actively influencing the learning culture by aligning effective learning with organizational, divisional and partner goals and  by providing internal consultancy services to other training and learning providers on the design, development, delivery and evaluation of learning activities.

The incumbent makes recommendations to training providers and/or Learning Coordinators on learning content, methodologies and approaches as well as overseeing and contributing to the planning, design, testing and effectiveness of corporate and regional learning tools, products, programmes and systems.  Within this context, the incumbent makes recommendations on case-specific optimal learning methodologies and approaches.

More specifically, the post requires the incumbent to work internally with the parent division technical staff, particularly in areas related to programme and operations management in coordination with the field offices concerning related learning and training activities.  The incumbent will have regular contacts with functional teams and groups in UNHCR in order to discuss operations management issues and design learning strategies and seek support and approval for various initiatives.

The position will occasionally represent the Global Learning Centre (GLC) in meetings within the parent divisions as well as other meetings and build contacts with external partners and key stakeholders such as other UN agencies, ICRC, NGO¿s, donors, academic institutions, refugees and other persons of concern, etc.

The incumbent will play an essential role in the development and management of the Certification Programme in Programme Management, formerly known as Programme Management Level 2, the Programme Management Level 1 (PM1), the E-tutoring of PM1 as well as other learning programmes such as the Framework for Implementing with Partners (FIP).  The incumbent will also follow up on the development and regular revision of standalone e-learning and other paper-based learning products as well as the development of workshop materials and the delivery of programme training for Multifunctional teams and programme staff.

S/he will also work with external service providers ¿ consultants, printing and production companies etc. and contribute to the preparation of requests for proposals for goods and services. 

S/he will have some contacts with other  Sections/Units and Field Representatives, functional teams and groups in UNHCR in order to discuss performance management issues and design learning strategies and seek support and approval for various initiatives.

The incumbent prepares the submission for the budget and activities under his/her responsibility and monitored by her/his supervisor she/he will have to take decisions regarding expenditure of funds and is tasked with establishing and maintaining efficient administrative control mechanisms to ensure compliance with UNHCR financial, administrative, and staff  rules and regulations.

S/he is supervised by the Senior Staff Development Officer (Programme) (P-4), who will provide overall directive and guidance in connection with the work of this GLC cluster.

The incumbent may supervise locally recruited staff members whose performance she/he will monitor and whom she/he will guide and support in their day-to-day functions.

FUNCTIONAL STATEMENT

Accountability
- UNHCR learning policy and programmes remain centered on providing staff and other beneficiaries with effective, well-planned, innovative learning opportunities.
- UNHCR has a comprehensive and effective learning function for operations and  programme management learning  that allows staff growth and offers learning opportunities at all levels and without discrimination.

Responsibility
- Analyse learning needs in the organisation, particularly in relation to programme and operations management, based on an understanding and anticipation of present and future client needs, challenges, trends and strategies and subsequent development of appropriate learning responses. 
- Contribute to formulation of strategies, policies, standards, procedures and guidelines geared at encouraging learning and knowledge sharing.
- Design, organize and facilitate programme and operations management related learning activities, e-Learning applications, workshops, and/or training courses,  particularly courses relating to operations management mainly for UNHCR staff and selectively for partners including oversight for the implementation of all logistical arrangements relating to training/learning activities. 
- Initiate research and ensure the close consultation with the parent Division responsible for programming principles and standards in designing of the learning and training activities.
- Act as an internal consultant to other training providers including the world-wide network of field based Learning Coordinators on an as needed basis on programme, operations/RBM. 
- Provide support and guidance on needs assessment, analysis, learning methodologies and approaches, development and delivery and evaluation of learning activities.
- Ensure effective coordination of programme and operations management related training activities, jointly with appropriate Divisional staff and key stakeholders, including beneficiaries.  This would include the planning, administration, and reporting on Learning Coordinator training activities, and particularly in relation to programme content.
- Ensure the integration of programming principles and standards in design and delivery of other functional learning and training activities, such as protection, finance, emergency response, training for managers, etc.
- Develop written materials, guides, job aides, manuals, etc. to be used for training/learning/staff development purpose and oversee the maintenance of learning materials (modules) related to programme management, which involves coordinating the work of support staff, consultants, and coaches, in order to maintain the quality and relevance of materials.
- Participate in the analysis of impact of training/learning activities, etc., including participation in the preparation of regular and ad hoc reports and compilation of statistics as required.
- Ensure authorization of learning activity participant completion for the learning activities under area of responsibility, and coordinate with other sections of DHRM with regard to linkages between recruitment, posting, staff development, career development, and performance management. Participate in the development of policies and procedures in these areas.
- Manage the financial administration of all aspects of learning and promotional activities for the learning activities under area of responsibility, including the allocation of financial and other resources, and recommend approval of expenditure as necessary. 
- Participate in the preparation of annual administrative and programme submissions.
- Prepare requests for proposals for goods and services, and maintain efficient administrative control mechanisms for the cluster to ensure compliance with UNHCR financial, administrative, and staff rules and regulations.
- Draw up and submit consultancy contracts and/or internship selection for supervisory sign-off.  May supervise management coaches, consultants, facilitators, trainers and interns as applicable.
- Supervise other professional and junior staff in designing and delivery of the various programme and operations management learning and training activities.
- Perform any other relevant duties as required.

Authority
- Decide on learning activity content for the learning activities under area of responsibility.
- Authorize learning activity participant completion for the learning activities under area of responsibility.
- With technical sign-off of Senior Learning Solutions Officers, contract consultants for development/delivery of learning activity(s).
- Represent GLC in meetings with parent division on learning content under his/her responsibility, as well as interagency and partner counterparts.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- University degree in Law, International Relations, International Development, Education and Instructional Design or a related social sciences field.
- Minimum 8 years (6 years with advanced university degree) of relevant experience including experience in UNHCR's operations, procedures, results-based management and programme management.
- Relevant field experience having served in the programme function.
- Knowledge of corporate softwares such as Focus and MSRP.
- Successful completion of Programme Management ¿ Level 2 (currently known as CP-PM). 
- Fluency in English including excellent communication and drafting skills.
- Fluency in French including excellent communication and drafting skills.

DESIRABLE QUALIFICATIONS & COMPETENCIES
- Additional coursework in adult education, training (external coursework/certification or internal coursework, such as completion of the Facilitation of Learning Programme).
- Completion of E-Tutoring of Programme Management ¿ Level 1 or Programme Management ¿ Level 1.
- Experience in design, development, delivery and evaluation of learning activities either inside or outside UNHCR.
- Facilitation skills or related certification.
- Relevant programme management experience in UNHCR emergencies.
- Work experience in complex operations in the programme function.
- Relevant work experience in management of partnerships and knowledge of the UNHCR¿s Enhanced Framework for Implementing with Partners.
- Practical experience in fundraising and managing contributions, including donor tracking.
- Additional coursework in project cycle management, logical frameworks, donor relations, financial management.
- Any e-learning experience as well as knowledge about blended learning.
