Supply Officer (Asset Management Field Support)

ORGANIZATIONAL CONTEXT

The implementation of the International Public Sector Accounting Standard (IPSAS) requires UNHCR to report on all property, plant and equipment (PPE) in its financial statements. Therefore, a reinforced control over the management of Property, Plant and Equipment in the organization is being pursued.

In parallel, since 2014 UNHCR is implementing an enhanced Global Fleet Management (GFM) system, which is radically changing the manner and principles for management of vehicle fleet and all related aspects at global and centralized level.   The organization seeks to manage the total cost of ownership of the vehicle fleet.  One of the accompanying actions in this regard is to increase proceedings from sale of end-of-life vehicles.  This task has been delegated to the Asset Management Unit (AMU) under the Assets and Fleet Management Section (AFMS) of the Supply Management Logistics Service (SMLS), Division of Emergency, Security and Supply (DESS), which also manages PPE Globally.

The positions of Supply Officer (Asset Management Field Support) report directly to the Head of the Asset and Fleet Management Unit of AFMS/SMLS in Budapest Global Service Centre. The incumbent will support the coordination and organization of disposals of redundant, obsolete or damaged PPEs for the region under are of responsibility in accordance with the prevailing rules and regulations and Standard Operating Procedures in respect of Asset Management.   Such actions require specific skills and expertise in fleet management, including vehicle disposals and variety of auction mechanisms (on-line, local and/or regional).

The incumbent may supervise staff members in the General Service category.


FUNCTIONAL STATEMENT

Accountability
- UNHCR has an effective PPE and Asset Management System (lifetime management and disposal) that enables it to effectively manage all PPE that belong to UNHCR.
- Adequate policies and procedures are developed to safeguard its assets so that they are available for operational needs to meet the needs of person of concern.
- UNHCR has reliable and effective partners to support PPE & Asset disposal activities.
- Data maintained on PPE and disposals meets the requirements of IPSAS and auditors.

Responsibility
- Ensure alignment of PPE management and timely disposals of assets with the global strategy, and inserted into the operational plans of region/countries of responsibility.
- Ensure that operational results are achieved in accordance with the guidance of the Head of the Asset Management Unit.
- Participate in planning for acquisition, maintenance, asset disposal and replacement of assets for region/countries of responsibility.
- Ensure that assets are correctly accounted for, maintained and disposed of in a manner that optimizes revenue.
- Develop footprint models that template UNHCR Field Offices ¿right-sizing¿ of assets so that assets are allocated based on the needs of beneficiaries.
- Manage contractors in relation to PPE/Asset disposal control activities for region/countries of responsibility.
- Develop strategies to reduce redundant processes; contribute to simplify asset management policies and procedures; provide advice to operations that streamline processes to reduce costs and applying best practices for optimizing revenue.
- Assist with the revision, simplification and implementation of UNHCR¿s asset-related policies, practices and procedures in order to eliminate redundancy and waste, reduce costs and ensure return value to the Organization.
- Monitor Field Offices¿ compliance with the Controller¿s directives, policies and guidance concerning the accountability, use and disposal of UNHCR donor-funded assets.
- Continually monitor non-compliance and immediately address and correct UNHCR Field-Mission activities that adversely affect UNHCR¿s asset register.
- Respond to field requests for information and advice by applying an in-depth understanding of UNHCR policies and procedures, the region/country priorities, etc., and coordinate assistance from a range of HQ units to provide a clear, consistent and timely response to the field offices.
- Implement PPE and disposal management policies as directed by Head of the AMU.
- Assist in the physical verification of PPEs for region/countries of responsibility.
- Inform and assist region/countries on supply chain policy documents in what refers to PPE and Asset disposal management.
- Disseminate, promote commitment to UNHCR's global policies, standards and guidance on PPE and Asset disposal management for region/countries of responsibility.
- Continuously contribute to improving and implementing existing and new projects to improve PPE and Asset disposal performance.
- Monitor the quality and accuracy of PPE related data in relevant business systems. Analyse statistical information for region/countries of responsibility.
- Provide information to assist the country decision making in order to match Global UNHCR Asset strategy.
- Exchange and promote best practices with other humanitarian organizations.
- Any other responsibility deemed necessary or as delegated by the Head of the Asset Management Unit in order to meet the level of the service in the organization.

Authority
- Define and implement policies and processes for the management and safeguarding of PPE.
- Monitor and enforce compliance with relevant UNHCR regulations, rules and procedures related to PPE and asset disposal management for region/countries of responsibility.
- Analyse and measure asset management performance of offices and recommend action to prevent fraud and improve asset disposal efficiency and effectiveness for region/countries of responsibility.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED
- University degree in Business Administration, logistics or a related field. 
- Minimum 8 years (6 years with Advanced university degree) of relevant work experience in an international organisation of which a minimum of 2 years practical field experience with asset disposal through different types of auctions (local and/or regional).
- Excellent knowledge and practice in assets and/or vehicle fleet management in private and/or UN organizations.
- Good knowledge of UNHCR¿s / UN financial rules, procedures and processes.
- Experience in provision of support services in an international organisation.
- Fully conversant with ERP Supply Chain applications.
- Excellent knowledge of English.  (Based on the country/region of assignment, knowledge of other UN language(s) may be essential/desirable as reflected in the vacancy announcement of the position.)

- Demonstrated communication and networking skills to establish efficient contacts with country offices, HQ Divisions and Bureaux, service providers and Government counterparts. -The incumbent will be required to proactively engage the UNHCR field offices under his/her area of responsibility to promote commitment and monitor compliance with UNHCR's global policies and standards on PPE management and asset disposal.
-Capacity to apply best practices for optimizing sales revenue by applying LEAN business methodology, and reduce costs across all UNHCR functions. - Positive attitude and a good team spirit to work in a multicultural environment of local and international staff.
-While on mission, he/she will work closely with the supply/programme section in the various offices and the logistics partners, therefore stakeholder management skills are required.
- English and French are essential for this particular post as the incumbent will cover countries in West Africa. - This position is based in RO Dakar, Senegal, but belongs and reports directly to the Asset Management Unit, located in Budapest Global Service Centre under the Assets and Fleet Management Section of the Supply Management Logistics Service, Division of Emergency, Security and Supply. - The UNHCR's global fleet management scheme (GFM) includes asset disposal assistance to operations for vehicles reaching 150,000 Km or 5 years limit, which is the situation of many vehicles in different operations.
- The disposal effort and the income it generates plays an important part of the overall scheme and enables GFM to make decisions that are of the best interest for UNHCR through  the optimum rotation of vehicles  while avoiding  vehicle  graveyards in the field. - Based in RO Dakar, Senegal, the Supply Officer (Asset Management Field Support) will support asset management for countries in West Africa, towards improving regional support and reducing operational costs, thus contributing to the implementation of the UNHCR's Global Fleet Management system worldwide.
