PURPOSE OF THE POST
Under the supervision of the Deputy Representative and strategic guidance of Special Representative The incumbent will be responsible to for coordinating social policy programming, coordinate the preparation of programme planning documentation, establishment of a solid results-focused programme and performance monitoring and evaluation system of Libya Country Office (LCO). SPM&E Specialist will oversee the development of IMEP, situation monitoring, programme performance monitoring and evaluation.
MAJOR DUTIES AND RESPONSIBILITIES :
Coordinate collecting and compiling of evidence on the situation of children and coverage of child focused services – in support of the social policy programme and the country programme overall. This includes coordinating initiatives within UNICEF that aim at improving public policies to reduce child poverty and scale up social protection services on children;
Responsible for ensuring that the CO operates with a coherent, up to date results framework that is able to accurately inform the office of progress against planned Country Programme results; and for providing the CO with strategies to continually enhance management based on results and ensuring that management structures such as the CMT have the information required to make informed decisions.
Provide guidance on country programme planning processes, including annual work planning. Reviews and evaluates technical, institutional and financial feasibility and constrains of programme in collaboration with unit heads and stakeholders. Brings coherence, synergy and added value to the programming planning and design processes, using a rights-based and results-based management. Prepares and submits viable recommendations on project implementation, alternative approaches, and the optimal utilization of resources, as well as recommendations on programme, new initiatives and management issues to ensure achievement of stated objectives. Work with the Programme Specialists to ensure that UNICEF supported programmes applying Rights-based and results-based programme management approach.
Lead in strengthening, coordinating and managing internal UNICEF M&E systems including quality assurance of results statements in RAM, updating CRING online and updating UNICEF M&E framework. Provides technical support to monitor the identified indicators, the incumbent will assess progress towards expected results (RWP, IMEP, AMP, and ERP).
Lead in the introduction and follow up of humanitarian performance monitoring (HPM) in LCO. Specifically through the adaption and application of the UNICEF HPM tools and approaches in line with CCCs. This includes working with UNICEF programme sections – to ensure that prioritised key performance indicators for monitoring throughout the humanitarian situation are used in all documents (SRP, RWP, donor proposals, SitReps, HAC and the UNICEF Programme Cooperation Agreement templates).
Lead in the operationalization of HPM and Regular Programme Monitoring. This includes supporting the development and operationalization of humanitarian interventions; and the management of the programme field visits. This may require contracting and managing additional monitoring capacity (i.e. organization or staff) following up with the Third Parties Monitoring activities and remedial actions.
Participates in social policy dialogue and development with the Government, engages in and establishes constructive dialogue and partnerships between international and local stakeholders to support the development of social policies and programmes contributing to the progressive realization of children's rights and strengthening of implementation and monitoring mechanisms at all levels of society, and ensures that the services reach out in innovative, effective ways to those most vulnerable pockets of children and families that have been previously left out.
QUALIFICATIONS, AND COMPETENCIES
Advanced university degree in Social Sciences or related technical field,
WORK EXPERIENCE :
Five (5) years of professional work experience in relevant professional work experience in the development, implementation, management, monitoring and evaluation of field programmes;
At least one instance of exposure to emergency programming, including preparedness planning;
Active involvement in a humanitarian crisis response programme preferred;
Knowledge of Humanitarian Performance Monitoring, Project Evaluation and Professional technical knowledge/expertise in Evaluation Process Management, Follow-up on Recommendations and Dissemination of M&E results.
Fluency in oral and written English; Knowledge of Arabic is an added advantage.
