DESCRIPTION OF ASSIGNMENT

Preamble:

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. UNDP’s Strategic Plan 2014-2017 and the Asia Pacific Regional Programme 2014-2017 articulate the corporate requirement to bring timely and effective substantive and technical services to the country offices through strengthened practice architecture at the global, regional and country level. The BangkokRegionalHub(BRH)providesthe24UNDPCountryOffices(CO)intheregionwithreliableand easy access to quality advisory services and technical support based on UNDP’s mandate to address poverty challenges, achievement of SDGs and promotion of sustainable development. The BRH is headed by a Director who is supported by thematic teams in the areas of Inclusive Growth, Effective Governance, and Resilience and Sustainable Development. 10. Description of tasks:

Under the direct supervision of Programme Specialist, RBM/COSQA, the UN Volunteer will

undertake the following tasks:

1. Provide expert advice and support to the RBAP Country Offices in the areas of RBM, monitor-

ing, evaluation, data collection and results reporting

2. Facilitate knowledge development of BRH and CO staff in the area of monitoring, quality as-

surance and evaluation

3. Provideexpert inputs andmethodological guidanceon RBM,monitoring and evaluation in the

framework of the regional programmes and projects

4. Lead effective regional project resultsmonitoring, reporting, evaluation and quality assurance

5. Support inresults planningprocessesin BRH anditscontributionsto theBureau-wide regional

integrated workplan and result reporting

Furthermore, UN Volunteers are required to:

  • strengthen their knowledge and understanding of the concept of volunteerism by reading rele- vant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • be acquainted with and build on traditional and/or local forms of volunteerism in the host coun- try;
  • reflect on the type and quality of voluntary action that they are undertaking, including participa- tion in ongoing reflection activities;
  • contribute articles/write-ups on field experiences and submit them for UNV publications/web- sites, newsletters, press releases, etc.;
  • assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
  • the development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, includ- ing Implementing Partners (IPs);
  • ensureage,genderanddiversity (AGD)perspectiveissystematicallyapplied,integratedanddoc- umented in all activities throughout the assignment
  • contribute in a final statement of achievements towards volunteerism for peace and develop- ment during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Detailed rsults of each of the tasks mentioned above:

1. Provide expert advice and support to the RBAP Country Offices in the areas of RBM, monitor-

ing, evaluation, data collection and results reporting to ensure achievement of the following

results:

 COs’ Country Programme Documents (CPD) are based on clear theories of change based on

an in-depth analysis of development context and underlying causes of key development

problems, and that they help to identify change pathways for UNDP to take forward

through its country programme.

 Progamme/Project results and resources frameworks and M&E frameworks are in line with

the higher level theories of change reflected in the CPD or project documents.

 Establishment of robust M&E systems in the COs to monitor the CPD and various projects,

collect the right data, use them in results reports and decision making.

 COs have the capacity to apply corporate Quality Assurance standards and tools for pro-

grammes and projects.

 CO staff are trained on RBM, monitoring and evaluation, reporting, and corporate quality

standards

 COs integrate knowledge management in all aspects of their operations and programming,

with special focus on monitoring and evaluation

 Any other areas as requested by COs that related to the RBM, monitoring and evaluation

2. Facilitate knowledge development of BRH and CO staff in the area of monitoring, quality

assurance and evaluation, focusing on the achievement of the following results:

  • Develop and adapt tools and guidance as well as training materials and manuals in monitor- ing and support their use for capacity development
  • Contribute to, collect, analyze and synthesize best practices in project/programme monitor- ing and evaluation across UNDP as well as other UN agencies and specialized institutions and share them within RBAP and COs
  • Make the case for, promote and contribute to institutionalization of monitoring and evalua- tion solutions external to UNDP that may be worth adopting both in the BRH or UNDP con- text
  • Contribute to identification and validation of regional monitoring experts and institutions for the UNDP’s rosters
  • Develop capacity of BRH in the adoption and use of RBM techniques and tools
  • Organize and conduct the results oriented monitoring trainings
  • Contribute to relevant knowledge networks and communities of practice and dissemination of network information
  • Collaborate with the Communications Unit in the selection and dissemination of Regional Programme results, success stories, lessons learned, etc.
  • Documenting and synthesizing lessons learnt related to project/programme RBM, monitor- ing and evaluation in the RBAP as well as other regions to feed into improving the frame- works for M&E at the corporate, regional as well as the CO levels
  • Participate in working groups and other platforms created to improve corporate systems, tools, guidance, etc.

Provide expert inputs and methodological guidance on RBM, monitoring and evaluation in the framework of the regional programmes and projects, focusing on achievement of the following

results:

  • Contribute to the formulation of the Regional Programme Document (RPD) for Asia and the Pacific, drawing upon the analysis of programme interventions in the region and lessons learnt from the regional projects.
  • Ensure quality of formulation of the programme and project result and resources frame- works, including formulation of indicators, their baselines and targets.
  • Establish effective mechanisms for monitoring of the Regional Programme, including estab- lishment of the RPD indicators’ database.
  • Lead implementation of the RPD monitoring plan in close collaboration with BRH substan- tive teams and ensure that the relevant data are collected on regular basis.
  • Analyze the monitoring data and draw recommendations for the senior management.
  • Provide inputs for the Regional Programme Management Board meetings and other key management events, in close collaboration with appropriate counterparts in RBAP and UNDP HQ units.
  • Support and provide inputs to revise the RPD results framework and monitoring plan ac- cording to the Management Board recommendations in collaboration with appropriate counterparts in RBAP.
  • Monitor and analyze programme environment and suggest timely readjustments.
  • Liaise with appropriate staff in the Pacific Office to ensure Pacific results are appropriately reflected, data collected, monitored and reported. 4. Lead effective regional project results monitoring, reporting, evaluation and quality assurance, focusing on the achievement of the following results:
  • Support in collecting, aggregating and analyzing data and information for the Regional Pro- gramme to draw recommendations for the overall programme and project quality improve- ment
  • Provide quality assurance over the semi-annual and annual IWP monitoring reports and the Results Oriented Annual Report, to ensure that claims for results are evidence based and supported by the relevant data
  • Ensure quality of internal results reporting as well as the reports to the donors
  • Manage decentralize evaluation of regional programme and projects and lead formulation of the methodological approach to the program and project evaluations
  • Perform project assurance functions, as delegated by the Project Steering Committees and in line with the corporate quality guidelines
  • Identify, synthetize and provide feedback to the corporate quality assurance guidelines and procedures and actively contribute to their continuous improvement
  • Design monitoring data collection methods and lead their rollout across the RBAP programs and projects
  • Improve knowledge of the programme and project teams about monitoring, evaluation, and quality assurance methodologies 5. Support in results planning processes in BRH and its contributions to the Bureau-wide regional integrated workplan and result reporting, focusing on the achievement of the following results:

The United Nations Volunteers (UNV) programme is administered by the United Nations Development Programme (UNDP).  Coordinate effective contributions of BRH to the Bureau-wide regional integrated workplan, including target setting.

  • Support in conducting progress monitoring of the Bureau’s units on their semi-annual and annual progress against the Bureau-wide regional integrated workplan
  • Readjust targets and generate status reports for monitoring purposes
  • Support in ensuring quality of reports synthesizing results of Regional Centre interventions at the regional and country level
  • Participate in the Bureau-led evaluation, reviews and assessments of the country program portfolios

12. Qualifications/Requirements (including competencies, values and skills):

A) Qualifications, skills, experience:

Degree level: Master's degree

Type of Degree: M&E, Statistics, Development Studies, Economics, Sociology, other Social Sciences

or related field.

Years of work experience: 5

  • Minimum 5 years of relevant experience at the national or international level in providing services in the area of RBM, monitoring, evaluation, reporting, including training and capac- ity development;
  • Hands-on experience in designing monitoring and evaluation systems of development pro- jects;
  • Proven expertise on designing monitoring and evaluation methodologies and tools, including providing methodological advice and guidance to the programmes and projects;
  • Experience in designing, implementing and managing RBM and M&E systems and processes for country programmes and projects;
  • Sound knowledge of project and programme evaluations including experience in managing project and programme evaluations, providing substantive guidance on quality assurance of evaluation deliverables, and providing training on evaluation;
  • Good knowledge and understanding of UNDP corporate monitoring and evaluation policies, concepts, tools and standards would be an advantage

  • Excellent written and spoken English
  • Knowledge of languages spoken in the Asia Pacific region will be an advantage

13. Living Conditions:

Bangkok allowed basic living needs, including accommodation,banking facilities,medical facilitiesand

telecommunications/internet services are readily available. All staple foods can be found in the

markets, eg: rice, meat, vegetables, fruit, cooking oil, salt, etc. Many imported goods are available in

Bangkok and other places throughout Thailand. Bangkok has many good restaurants with good health

standards and most guesthouses provide food. In Thailand the most used means of transportation are

taxi or local bus (and, in Bangkok, the elevated train service). Mobile phone is the most dependable

tool to be in-touch with colleagues and friends. Internet service is readily available and affordable at

most apartment complexes. ATMs are everywhere in Thailand and Western cards can usually be used

to withdraw Thai Baht.

For those with children, schooling options in Bangkok are to be well evaluated and determined before

taking your children at duty station. School fees and area really depends on your preferences.

AdmissionfeeforschoolinThailandrangesfrom$3,000 -$9,000andtuitionfeefrom$5,500-$25,533

(per annum). Depending on educational quality and the area which comes with price tags, you may

need to explore more on schools to find out what they could offer that serves the needs of your

children. No specific allocation is available for schooling and Volunteers will need to bare the entire

costs.

14. Conditions of Service for international UN Volunteers:

The duration of your assignment is 12 months.

A volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living

Allowance (MLA) and a Family Allowance (FA) for those with dependents.

A Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities,

transportation, communications and other basic needs. The VLA can be computed by applying the

Post-AdjustmentMultiplier(PAM)totheVLAbaserateofUS$1,571.TheVLAbaserateisaglobalrate,

whilethePAM iscountry-specific andfluctuatesonamonthly basisaccording tothe costofliving.This

method ensures that international UN Volunteers have comparable purchasing power at all duty

stations irrespective of varying costs of living.

The PAM is established by the International Civil Service Commission (ICSC) and is published at the

beginning of every month on the ICSC website (http://icsc.un.org). For example, if the PAM for the

current month is 35 %, then the VLA for that month will be (US$ 1,571 x 35 /100) + 1,571= US$ 2,120).

Moreover,aFamilyAllowance(FA)isaddedinaccordancewiththenumberofrecognizeddependents:

US$ 250 if the UN Volunteer has 1 recognized dependent, and US$ 450 if the UN Volunteer has 2 or

more recognized dependents. Accordingly, the VLA per month will be US$ 2,120 for a volunteer

without dependent; US$ 2,370 for a volunteer with one recognized dependent and US$ 2,570 for a

volunteer with two or more recognized dependents.

The United Nations Volunteers (UNV) programme is administered by the United Nations Development Programme (UNDP).In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis.

Furthermore,UNVolunteers areprovidedasettling-in-grant (SIG)atthestartofthe assignment(ifthe

volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment)

and in the event of a permanent reassignment to another duty station.

UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave,

full integration in the UN security framework (including residential security reimbursements).

UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for

periodic home visit and for the final repatriation travel (if applicable). Resettlement allowance is paid

for satisfactory service at the end of the assignment.

UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including

Code of conduct, to the successful candidate.
