The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The Project Manager is responsible for leading the implementation of the Project Management Information System (PMIS) in NRC. The PMIS Project Manager will be part of the Global Collaboration Systems team.

 

Job description    

Generic responsibilities:

  • Be the NRC Project Manager for the implementation of the PMIS solution;
  • Hold budget responsibility in collaboration with Head of Section;
  • Escalate any project blockages or bottlenecks to Team Leader, Head of Section or other relevant authority;
  • Socialize the project progress, keeping various stakeholders up to date;
  • Participate in other information management projects in which the PMIS solution plays a part or needs to be integrated with;
  • Facilitate field/user testing of the solution and feedback loops to developers/supplier;
  • Contribute to the implementation of the global ICT Strategy;
  • Contribute to the work of the Global Collaboration Systems team;
  • Perform other duties in the ICT section as appropriate and demanded by circumstances.

 

Specific responisbilities:

  • Following the tender process, be the focal point for all interaction with the selected partner (supplier/vendor) for the PMIS solution; 
  • Coordinate all NRC input necessary for the refinement and implementation of the PMIS solution;
  • Act as the focal point for all internal stakeholders contributing to establishing the requirements roadmap for the PMIS solution;
  • Interact with other key stakeholders who own processes or systems that will be mirrored, included or integrated with the future PMIS solution (e.g. Finance, M&E, PCM, etc) and explore the possibility of new/future ones as they arise;
  • Carry out field visits to test the solution features and capture feedback to refine its development;
  • Interact with and contribute to other key information management processes such as the transition to cloud, roll out of the Microsoft document management solution, Agresso roll-out, GOORS-DHIS2 and others;
  • Identify criticalities in terms of system and system roll-out and map these, providing mitigating strategies;
  • Be the focal point for NRC’s PMIS solution with interested peer organisations (e.g. NetHope).

 

     

    Qualifications

    • Minimum 3 years of relevant experience with project management;  
    • Experience in developing requirements specifications;
    • Experience in managing complex technology projects, involving extensive change management and communication;
    • Experience in using/configuring/training Enterprise Resource System or components of these;
    • Experience in working with sensitive information and user-interaction;
    • Technical knowledge and interest for ICT tools and equipment;
    • Documented results related to the position's responsibilities
    • Fluent written and oral communication skills in English; French and/or Norwegian an advantage

    We offer

    • Contract period: 7 months
    • Travel: up to 25%
