Mozambique: Green Growth Potential Assessment Lead Consultant

The Lead Consultant will undertake the research, analysis and consultations (with support from GGGI Headquarters and local GGGI consultants) to prepare the outputs described below.

The Green Growth Potential Assessment (GGPA) consists of a combination of data analysis and stakeholder consultation in order to identify a country’s green growth priorities. The lead consultant will assess the green growth potential of Mozambique using a methodology developed by GGGI, the Green Growth Potential Assessment (GGPA). The assignment will lead up to drafting of the GGPA Country Report for Mozambique as well as determining a set of sectoral interventions, such as policy and institutional reform, identification of relevant infrastructure projects, and access to finance. The identification of green growth priorities and the corresponding sectoral interventions should be framed in the context of existing policies and strategies. It should contribute to greater harmonization across existing green growth, climate change and environmental policies and strategies.

Information gaps, limited data availability, analytical consistency and existing policy targets can make a comprehensive and rigorous assessment a challenging task. Therefore, close consultation with stakeholders and their agreement to the results of the analysis form an essential part of the GGPA.

The Consultant should follow the specific methods prescribed in the GGPA framework. For that purpose, GGGI will provide all necessary guidance and methodologies. The Consultant will make best use of both primary and secondary sources of information to prepare the GGPA Country Report of Mozambique.

  • Component 1: Based on more than 30 comparative indicators covering the economic, environmental and social dimensions of green growth, the GGPA attempts to identify areas for improvement. The consultant’s primary task at this stage will be to corroborate and add on the results from the generic data analysis with country-specific primary and secondary data sources. The consultant should identify data gaps as well as incorrect results and address those with estimates based on relevant alternative information.
  • Component 2: An essential part of the GGPA process is to gather input from a broad range of stakeholders through an interactive Delphi-based workshop. This workshop serves to validate and/or revise the initial findings from the data analysis. Presenting the results of the data analysis, coupled with a systematic participatory process (Delphi survey), is essential to ensure broad stakeholder consensus on green growth priorities. The consultation process also serves to compensate for any lack of relevant data and ensures the alignment of GGPA results with existing policies. The consultant’s task in this stage will be to draft the relevant presentation materials in advance of the consultation workshop, as well as to present the results and conduct the Delphi surveys, together with the GGPA project manager, during the workshop. The consultant will also be responsible for drafting the workshop report.
  • Component 3: Based on the priorities identified, literature review, qualitative analysis as well as expert consultation is conducted to assess underlying causes and to identify sectoral interventions. This analysis involves face-to-face consultation with relevant technical experts. In cooperation with GGGI staff, the consultant will identify relevant technical experts as we as draft the questionnaire for the interviews. Together with the GGPA project manager and/or a local GGGI employee, the consultant will conduct the expert interviews. Finally, the consultant will compile the results of the expert consultation and write the GGPA country report, including a thorough analysis of Mozambique’s green growth priorities, underlying causes for identified issues, and propose a set of sectoral interventions to address the identified issues. The proposed interventions should cover different aspects, such as policy and institutional reform, identification of relevant infrastructure projects, and access to finance. It is important to note that the identification of green growth priorities and the corresponding sectoral interventions should be framed in the context of existing policies and strategies, and contribute to greater harmonization across existing green growth, climate change and environmental policies and strategies.

The Lead Consultant will report directly to the GGPA Project Manager as well as the Mozambique program manager (Seoul-based) and Country Representative, and coordinate closely with the GGGI local team and government counterparts.

All relevant GGGI project materials and methodologies will be shared with the selected consultant.
