The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the camp management, shelter, education, food security, legal assistance, and water, sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs.

The main objective for the consultancy is:

 

  • Assess the extent to which inadequate civil documentation may impact children’s access to education and /or continuity of education in the Central African Republic.

This study is being commissioned as a component part of the 2017 NRC Education Strategy for CAR.

 

Specific objectives

 

  • Study the challenges posed by the current institutional framework governing the process of obtaining of birth certificates.

  • Study the common practices used for obtaining legal documentation for children and how these practices conform to the legal framework.

  • Study the linkages and impact of the legal framework and common practices used for the obtaining of birth certificates/legal documentation in the access to school or for academic progression.

  • Propose strategies to improve children’s access to civil documentation and to resolve issues linked with access to education.
