Job description

  • Line management for project staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to the development of Country, Area and Camp Management (Urban Displacement & Out of Camp – UDOC) strategies, initiate and participate in the development of relevant UDOC projects
  • Coordinate and manage UDOC project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Implement technical direction and ensure high technical quality of projects
  • Provide regular progress reports to the Area Manager and the Camp Management Specialist and Global Adviser, and coordinate with other PMs and Specialists as necessary
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Develop and manage project budget
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.
  • Manage relevant components of the ‘Urban Displacement & Out-of-Camp’ pilot project in eastern Afghanistan, including the establishment and daily/weekly operations of eight (8) outreach centres and mobile teams
  • Ensure timely and quality reporting on returnee needs and issues in eastern Afghanistan internally and externally, based upon field reports from Outreach Centres
  • Manage budget of approximately 100,000 USD for urgent response to needs in targeted areas
  • Explore provision of other NRC programmes through the UDOC Community Outreach Centres and supported community structures, e.g. ICLA, Emergency Education, Shelter, WASH

Qualifications

  • Master’s Degree with minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Technical expertise in Camp Management or protection programming, or expertise from community mobilization and capacity building or community-development oriented vocation
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
