The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC is looking for one experienced Project Coordinator -Nutrition to be based in Juba and Roving to all programme areas of intervention. Under the supervision of the Project Manager, She/he will be responsible for the implementation of all Nutrition activities through partnership or direct implementation. The project is starting up and growing rapidly so we need dynamic and result driven person. The successful candidates have a strong experience in start-up of activities and in implementing Nutrition projects.

General responsibilities:
Assist the PM in to develop, coordinate and manage a Food Security Rapid Response project in line with proposals, strategies and donor requirements.
Assist the PM to manage, train and develop the mobile Food Security Rapid Response Team (FS-RRT)
Ensure high technical quality and transparent processes
Adherence to Food Security tools and handbooks and other NRC policies
Assist the PM to represent Food Security Rapid Response in internal and external forums
Assist the PM in project documentation
Assist the PM to develop, manage and monitor the budget(s) according to Financial Handbook and donor requirements.
Transparent and cost efficient procurement of goods
Promote the rights of IDPs/returnees and explore and asses new and better ways to assist
Implement project specific protection priorities

Job description

  • The Nutrition Coordinator is responsible for ensuring an adequate nutrition response alongside general food distributions and complementary assistance of other partners (e.g. UNICEF). The Nutrition Coordinator will be responsible for the following activities:
  • Assist the team in gap analysis, need assessment, conducting registration, receiving commodities and distributing to beneficiaries in hard-to-reach locations adversely affected by the conflict
  • Train NRC team members on key nutrition elements of the response: Using height sticks to identify children in the 6-59 month age group; Conducting MUAC screening for children aged 6-59 months as well as PLWs; Understanding the signs of under nutrition and appropriate recommendations for follow-up
  • Ensuring quality MUAC screening takes place at all mobile team registrations: NRC national staff contributes to screening efforts in all distributions; Children are accurately recorded in terms of their nutrition status; Appropriate assistance is provided depending on the screening results (preventative, MAM and SAM treatment referrals or on the spot assistance)
  • Ensuring appropriate implementation of blanket supplementary feeding programme (BSFP) for children 6- 59 months: Appropriate messaging to beneficiaries and community (e.g. importance of exclusive breastfeeding), Assistance (CSB++) provided only to eligible children, Referral to treatment programmes as and when necessary
  • Ensuring appropriate implementation of targeted supplementary feeding programme (TSFP) for children 6- 59 months and PLWs: Ensure screening results lead to appropriate treatment programmes (stabilization centres, SAM or MAM treatment); In cases where services are not available, ensure appropriate assistance/treatment through the mobile teams, with adequate beneficiary communication and information on the use of the nutrition products and the need to follow up with a health facility; Identify opportunities for follow up of individual cases during subsequent rounds of distribution
  • Ensuring team member are aware of the NRC and UN Code of Conduct (CoC)
  • Ensuring all team members are aware of the do’s and don’ts when undertaking the distributions e.g. Respect cultural norms; Do no harm; Confidentiality; Impartiality; Gender sensitivity; Field appropriate clothing
  • Ensure operational linkages with other UN Agency and NGO partners involved in integrated missions
  • Ensure adequate reporting of screening results and disaggregation of data by nutrition intervention at each site
  • Other responsibilities as required by line management

Qualifications

  • Generic professional competencies:
  • Relevant university degree or higher education, preferably in nutrition
  • 4 years of experience from working as a Nutrition Specialist in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Technical expertise in nutrition programming required
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license

  • Context related skills, knowledge and experience
  • Knowledge of the context in South Sudan
  • Experience with start-up, exit or similar
  • Solid understanding and experience of crisis contexts and working in complex emergencies
