The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

In the Middle East, NRC has over 3000 staff dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and legal Assistance (ICLA) to forcibly displaced people. 

The Syrian Crisis is well into its sixth year, but the level and intensity of conflict in the country remains high.  Humanitarian and protection needs continue to grow inside of Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.

Position Description:

The Head of Support actively contributes to the strategic direction of the country programme, provides input into proposal development and is an advocate for refugees and host communities. As a member of the leadership team, the Head of Support ensures that staff observe NRC’s Code of Conduct and other guiding principles and that NRC’s financial, human and other resources are carefully controlled to ensure maximum impact for refugees and affected hosting communities is achieved.

The Head of Support has a responsibility for ensuring that NRC’s HR, finance, logistics and administration systems provide relevant and adequate support to NRC’s programmes throughout the whole project cycle. She/he is responsible for developing and implementing in-country Standard Operating Procedures for support functions, ensuring oversight of financial management and is the focal point for anti-corruption and counter-terrorism measures. They provide leadership to the Support Management Unit and ensure that the HR, finance, logistics and administration sections implement effective strategies to support all active programmes.

For this key role our ideal candidate is:

A university graduate and experienced Manager, with a minimum of 5 years' experience as a Senior Support Manager in a humanitarian/recovery context.  A strong manager, with an aptitude for motivating and driving highly professional teams to achieve results.  A hands-on visionary with experience building capacity for their staff and country teams.  Highly organised and structured individuals with an interest in NRC’s core competencies are particularly encouraged to apply.
