The Social Policy Section, UNICEF Thailand Country Office (UNICEF TCO) is seeking an individual consultant to provide technical support to preparation and implementation of a national Disability Survey in Thailand.

Purpose of Assignment:

The National Statistical Office (NSO) has been conducting the Disability Survey since 2007 and the last one was conducted in 2012. The survey is to be conducted every five years. Now the NSO is preparing to conduct another Disability Survey in 2017.  UNICEF was requested by the NSO to provide technical support for development of questionnaire and indicators, training of enumerators, data analysis and report writing. The purpose of this assignment is to enhance the quality of the national Disability Survey in compliance with the international measurement of disability.

 

Work Assignment:

Under the supervision of the Social Policy Specialist, the consultant has the responsibility for providing technical assistance and support to the preparation, implementation and completion of the Disability Survey in Thailand to UNICEF TCO and the NSO. The consultant will ensure effective communication and liaison between the UNICEF TCO, the NSO, responding promptly to children with disabilities related needs and issues as they arise from the meeting with the data users and key stakeholders.  The consultant will work in close collaboration with the main stakeholders, particularly the NSO team, and the Social Policy team (led by Social Policy Specialist) of UNICEF TCO.   

 

In consultation with Social Policy Specialist, provide technical support to Disability Survey to the NSO team.

 

Tasks

  • Provide technical support on finalizing the survey protocol, questionnaire design, recommendation to improve the questionnaire as well as finalization of the questionnaire;
  • Co-ordinate the input of NSO experts and other resource persons assigned by the UNICEF Thailand;
  • Provide technical support to the NSO team on pretesting the questionnaire;
  • Provide technical support to the NSO team on preparation of manual for enumerators;
  • Provide technical advice to the NSO team on data processing, data analysis, indicators development and report writing;
  • Ensure that all survey-related documents and deliverables (questionnaires, manuals, progress reports) are properly archived throughout the survey process;
  • Communicate regularly with the UNICEF Thailand, responding to related issues in a timely manner.

 

 

Specific activities

In consultation and collaboration with the UNICEF TCO and the NSO, the consultant will be responsible for ensuring the following activities have been undertaken and contributing to the coordination of these activities:

 

1) Survey Planning:

  • Review and provide input for survey methodology, development of the questionnaire  and indicators as well as finalize it in close consultation with the NSO;
  • Technical advice on pretesting the questionnaire;
  • Questionnaires have been pre-tested and pre-test report produced;
  • Technical advice on manual preparation and training for enumerators in accordance to international measurement of disability ;
  • Technical advice on survey planning for the following steps;

          i) Data processing

          ii) Template for data analysis

          iii) Indicators development

          iv) Reporting: including tabulation, template for reporting

 

2) Data Analysis and Report Writing:

  • Technical advice on the analysis of survey results which include data interpretation and data analysis;
  • Technical advice on final report writing.

Estimated Duration of Contract:  Phase I: 15 working days over the period of May 2017 – March 2018, with possible extension for Phase II: 20 working days from June 2018 to December 2018. 

 

Official Travel: In-county travel needed for providing technical support to the NSO team in Bangkok

 

Qualifications or Specialized Knowledge/Experience Required:

  • Master degrees or higher in Social Sciences, Demography, Statistics, Epidemiology or any other related technical field;
  • At least 10 years of experience in the design, development, coordination and management of a national household survey of child disabilities;
  • Strong computer skills and strong expertise in statistical analyses (familiarity with data processing and data analysis software, particularly SPSS);
  • Excellent skills in data analysis and interpretation;
  • Training experience and ability to organize and facilitate training and presentations;
  • Excellent in survey report writing;
  • Excellent oral and written communications in Thai and English;
  • Excellent communication and interpersonal skills;
  • Familiarity and previous experience of working in Thailand highly desirable;
  • Ability and willingness to travel in-country;
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships both within and outside the organization;
  • Demonstrated leadership, managerial and supervisory ability.

 

Confidentiality of data and Disability Survey documents

The consultant should respect the confidentiality of the Disability Survey data as well as any country specific Disability Survey documents that will be produced throughout the Disability Survey process. The consultant can use the documents and the datasets only for the tasks related to these terms of reference.

 

Interested candidates are requested to submit CV or P-11, full contact information of minimum 2 references, a relevant work sample, availability, proposed daily professional fee and all-inclusive travel cost to/from Bangkok in USD by 11 May 2017. Please note the air tickets under UNICEF contract shall be re-routable, refundable type (economy class and most direct route). The consultant will be responsible for own travel insurance, visa fee and terminal expenses.
