Project Overview
Pact is recruiting for a Senior Monitoring and Evaluation (M&E) Advisor for a five-year, USAID-funded project entitled ServingLife. The project will reduce HIV, tuberculosis (TB), and Hepatitis C (HCV) transmission through detection, care, and treatment of people living with HIV, TB, DR-TB and HCV in pre-trial detention centers, prisons, and post-prison settings in Ukraine.
Position Purpose
The Senior M&E Advisor will be responsible for leading the design and implementation of all project M&E activities. S/he will manage the project’s Performance Monitoring and Evaluation Plan, develop relevant M&E tools, and provide technical training and guidance to the project team and partners on relevant M&E tools and processes. S/he will lead the monitoring of data collection, collation, storage, analysis, and reporting ensuring that data is audit worthy and incorporated into program reports for submission to USAID. This position is contingent upon award.

Key Responsibilities
Oversee project’s M&E framework and system for tracking, analyzing and reporting the progress of the project activities against targets and expected outcomes
Manage M&E project staff.
Ensure that USAID and Pact reporting requirements on program impact are met.
Oversee project staff in helping partners establish reporting and tracking systems to provide key information in an efficient and timely manner.
Maintain reporting procedures and guidelines in compliance with USAID and PEPFAR requirements.
Provide technical guidance and support for partners in the design, implementation, and M&E of the effectiveness of HIV/AIDS, TB, DR-TB, and HCV services to detainees, prisoners, and ex-prisoners.
Work with prison authorities on data collection and reporting activities and review, adapt, and create tools and indicators to measure project interventions.
Responsible for targeting and reporting procedures required by the Office of Global AIDS Coordinator (OGAC) through electronic platforms and systems established for all PEPFAR programs globally and within the time period required by OGAC.
Ensure quality of data submitted and participate in regular Data Quality Assessments based on USAID requirements, and coordinate closely with USAID on assessments.
Basic Requirements
At least 5 years of experience in M&E of large-scale development programs and establishing M&E systems and tools.
Advanced degree (Masters or PhD) in public health, research, epidemiology, strategic information, demography, biostatictics, or other relevant field.
Excellent written and verbal communication skills to manage project communications, provide narratives of indicators, and disseminate project information.
Professional level English and Ukrainian ability - both written and oral.
Preferred Qualifications
Prior experience with USAID and PEPFAR programs and reporting requirements.
Experience working in the penitentiary sector, preferably in Ukraine or Eastern Europe.
Experience managing data intensive programs, including a strong focus on gender, preferably on HIV/AIDS and TB programs.
Knowledge of data collection protocols to ensure accurate data collection and verification, with an ability to identify data trends and communicate this information to allow for changes in program implementation.
Experience leading and building the capacity of M&E staff.
Knowledge of USG and Government of Ukraine M&E and quality management processes and systems.
