Senior Associate, Forest Management and Investment

To support program delivery in East Kalimantan, Indonesia, GGGI seeks to hire a Forest Management and Investment Officerin supporting Forest Management Units (FMU) development in the province by working closely together on behalf of GGGI’s with firm(s) to undertake two components of work: (a) FMU baseline assesments of forest potential and socio-economic dimensions, particularly to measure the carbon stocks, ecosysem restoration needs, other elements to provide good understanding to develop management plans for at least 13 FMU’s, (b) support the development of business plans for five FMUs.

To be able to deliver these services, the person requires knowledge and experiences in forest management and securing and designing investment opportunities, and a strong network with Government stakeholders as well as with private sectors, particularly in East Kalimantan.

The position is part of the Forest and Land Use Mitigations team of GGGI Indonesia and will be coordinated with Forest and Land Use Lead. This team exists out of several team members located in Jakarta, East and Central Kalimantan, and a large number of consultant and firms supporting the key stakeholders to reach their goals.

Candidates applying for this position must be willing to be based in Samarinda with frequent travel to Jakarta and Bogor (West Java province).

PURPOSE

This position will oversee the enabling REDD+ oriented forest management and investment work in East Kalimantan province, and ensuring that works are delivered in high-quality, completed on time and within its budget. Furthermore supports the Sector Lead with monitoring of the ongoing work both substantively and financially.

ENGAGEMENT

  • Develop and maintain continuos coordination, on a day-to-day basis, with DDPI, the Forestry Agency, other key agencies in East Kalimantan province. Furthermore at National level with MoEF through two focal points 1) the Directorate General for Sustainable Management of Production Forest and 2) the Director General for Forestry and Environment Research, Development and Innovation Agency. 
  • Ensure consistent service delivery to the different stakeholders
  • During this engagement it is the role of the candidate to anticipate stakeholder requirements and ensures alignment of GGGI’s services to meet these needs.
  • Identifies and anticipates issues impacting consistent service delivery and recommends remedial solutions for effective project management
  • Coordination with GGGI colleagues globally and in Indonesia on project related matters, policies and tools, to be able to deliver high quality products.

DELIVERY

  • Manage the consultant firm(s) to achieve:

-          Baseline assessment of FMUs:

  • Target 2017: Assessment completed for at least 6 FMUs in East Kalimantan, enabling them to develop long-term management plan.
  • Target 2018: Assessment completed for up to 7 more FMUs in East Kalimantan, enabling them to develop long-term management plan.

-          FMU business planning:

  • Target 2017: Business plans completed for at least 2 FMUs in East Kalimantan, enabling them to attain BLUD status.
  • Target 2018: Business plans completed for up to 3 more FMUs in East Kalimantan, enabling them to attain BLUD status.
  • Create a detailed work plan and budget with the sector Lead which identifies and sequences the activities needed to successfully complete the project, and track the progress.
  • Perform risk management to minimize project risks.
  • Create and maintain comprehensive project documentation, including contractual changes, status reports and other documents for all projects.
  • By assisting DDPI and East Kalimantan provincial Forestry Agency’s, design and deliver learning and sharing among FMU, including cross visits and capacity building to the selected FMUs in making and implementing business plans.
  • Participating in government-run workshops and FGDs related to the work targets.

QUALIFICATIONS

  • Advanced degree (master’s or equivalent) in forestry or a related field.
  • Minimum 7 years of relevant experience especially in business development and investment as well as managing government relations.
  • Proven technical and business development experience and/or hands-on experience in forest management and REDD+ or land based related investment project(s).
  • Experience in providing advisory services relevant to REDD+ and climate, land use policy and incentives related to SME development is a strong asset.
  • Excellent inter-personal, stakeholder engagement and consensus-building skills, ability to foster strong relationships with key government agencies and ensure ownership of program’s inputs.
  • Excellent understanding of the works and procedures of the Government of Indonesia, particularly sub-national government (provincial and district) and MoEF.
  • Solid organizational skills including attention to detail and multi-tasking skills.
  • Ability to identify and advance collaboration opportunities.
  • Excellent written and spoken communications skills in Indonesian and English.
