Senior Associate, Environmental Economist (Central Kalimantan)

To support program delivery in Indonesia, particularly in Central Kalimantan, GGGI seeks to hire a Environmental Economist Officerin supporting the provincial government in shaping locally appropriate green growth plan and formulating enablers as solid foundation for creating bankable projects in forest and land use.

In both GGGI piloted districts, the governments will soon prepare the initial district development plan as there will be district head election in 2018. They asked GGGI in shaping the approprite green growth programs and supporting the strategic environmental assessment (SEA), which based on the latest regulation, must be done prior the completion of mid-term development plan. In fact, SEA implementation is an opportunity to incorporate green growth actions – as identified in the strategy – into the spatial plan, and to promote the implementation of Indonesia’s Nationally Determined Contribution (NDC).

In order to realize this, the candidate should be able to translate the strategy into initial district development plan and to put the strategy into a locally appropriate context of SEA. Once completed, it is expected that mainstreaming NDC the mid-term development and investment plan will be much easier.

The position is part of the Forest and Land Use Mitigations team of GGGI Indonesia and will be coordinated with Forest and Land Use Lead. This team exists out of several team members located in Jakarta, East and Central Kalimantan, and a large number of consultant and firms supporting the key stakeholders to reach their goals.

Candidates applying for this position must be willing to be based in Palangka Raya with frequent travel to districts in Central Kalimantan, and Jakarta.

PURPOSE

The Environmental Economist Officer will undertake policy relevant analysis on the economics of ecosystem-based multiple benefits which will support the provincial government in greening the economy of Central Kalimantan and in creating enablers for the forest and land use bankable projects.

ENGAGEMENT

  • Develop and maintain continuos coordination, on a day-to-day basis, with technical implementing unit of Directorate General of Climate Change (under Ministry of Environmental and Forestry) – particularly in NDC implementation, provincial agencies in land based sector, e.g. development planning, forestry and plantation, including non-state actors in forest and land use. During this engagement it is the role of the candidate to anticipate stakeholder requirements and ensures alignment of GGGI’s services to meet these needs.
  • Ensure consistent service delivery to our stakeholders
  • Identifies and anticipates issues impacting consistent service delivery and recommends remedial solutions for effective project management
  • Coordination with GGGI colleagues globally and in Indonesia on project related matters, policies and tools, to be able to deliver high quality products.

DELIVERY

  • Identify and mainstream green growth programs in forest and land use into the government’s initial/draft of district development plan (commonly known as Buku Putih) which will be used as a guidance for the new elected district head in establishing mid-term development plan.
  • Incorporate the identified green growth programs within the mid-term district development plans. The mainstreaming should be resulted in:

-          Provincial-wide key performance indicators

-          Development programs

-          Budget allocation

  • Identify locally appropriate key enabling environment for creating bankable projects in East Kalimantan and assisting the provincial government to formulate the relevant policies as enablers. This will include multi stakeholder consultation workshops and/or activities.
  •  Review and provide inputs for relevant studies in forest economics and cost benefit analysis for provincial/district-wide ER programs particularly in Central Kalimantan.
  • Provide direct capacity building to the key government and non-government actors through ongoing work and additional workshops/trainings if required.
  • Participating in government-run working group, workshops and FGDs related to the work targets.
  • Create and maintain comprehensive project documentation for all interventions.

QUALIFICATIONS

  • Advanced university degree (Master's degree or equivalent) in environmental/natural resource economics with experience in forest and/or agrobusiness, development economics, finance or a related field.
  • Minimum 5 years of progressively responsible experience in natural resource economics, forest, climate change or ecosystem management, work experience with international organizations related to forests and climate with emerging forest issues is a strong asset.
  • Private sector experience would be an asset.
  • Ability to identify priorities, work to tight deadlines, handle concurrent projects and coordinate the work of others.
  • Knowledge and understanding of the global forest and climate change debate; understanding of the REDD+ mechanism, ecosystem management and economics.
  • Developed communication skills (spoken, written, public speaking and presentational), including the ability to present sensitive issues/positions and prepare reports on short notice, and the ability to communicate complex topics in easily and widely understood manner.
  • Proven experience in establishing and maintain working relations with government officials.
  • Excellent written and spoken communications skills in Indonesian and English.
