Unit Office of the Secretary to the Board Closing date 31 May 2017 Reporting to Secretary to the Board Vacancy code GCF/Recruit/190 The Green Climate Fund (“the Fund”) is a new multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.

The Fund will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, considering the needs of those developing countries particularly vulnerable to the adverse effects of climate change. The Fund will pursue a country-driven approach in its operations.

The Fund is governed by a Board, composed of an equal representation of developed and developing countries; the Board oversees the operation of all relevant components of the Fund. The Fund is serviced by an inde pendent Secretariat, which is accountable to the Board and headed by an Executive Director. The Secretariat, which is accountable to the Board, is responsible for the day -to-day management of the Fund, and is located at the Fund’s headquarters in Songdo, Incheon City, in the Republic of Korea.

The Fund is seeking an exceptional person who will take up the challenge of joining a high-performing organization at the leading edge of the financing of climate action in developing countries.

Position description

The Board Liaison Specialist will be responsible of supporting the Secretary to the Board in coordinating Board related work, including the organization of Board meetings; facilitating communication between the Board and the Secretariat divisions; supporting the engagement of observer organizations with the GCF, and overseeing the implementation of Board adopted policies. The incumbent will also act as focal point for cros-sdivisional coordination efforts in support of Board related matters.Duties and responsibilities

• Coordinate the preparation of informal and formal Board meetings, including organizational, logistical and substantive aspects;

• Manage cross -divisional coordination efforts required for servicing Board meetings and for providing substantive inputs as required;

• Manage the timely dispatch of notifications and relevant notes to Board members, alternate members, advisors and observers;

• Follow up the implementation of Board adopted policies and mandates considering the Secretariat’s capacity to deliver;

• Guide the development of summaries and analytical materials on key agenda items, in support of the Secretariat’s work and to be used for different purposes as required;

• Support communication with the Board Co -Chairs and their teams, including via teleconferences and in person meetings;

• Manage rounds of applications for accreditation as observer organizations to the GCF;

• Coordinate the relationship with active observers, including participation in meetings and provision of relevant documentation; and

• Other related duties as required.

Expected experience and qualifications

• Master’s degree in international relations, political science, environmental studies, sustainable development, social sciences, legal studies or related fields;

• Minimum 9 years of relevant work experience, including professional background in managing multilateral processes, assisting decision making bodies and organizing policy events;

• Familiarity in communication with government officials, representatives of regional groups and a range of stakeholders is an advantage;

• Ideal candidates will hold effective analytical and organiz ational skills, sound judgement, decision making abilities, be tactful and diplomatic and be capable of working under strict timelines;

• Excellent interpersonal skills and ability to interact with a broad range of stakeholders to communicate at various levels and maintain good working relationships;

• Outstanding planning and organizational skills are required;

• Works collaboratively with colleagues to achieve organizational goals;

• Identifies priority activities and assignments; adjusts priorities as required;

• Delivers outputs for which one has responsibility within prescribed time, cost and quality standards; • Identifies strategic issues, opportunities and risks;

• Proposes a course of action or makes a recommendation based on all available information; and • Excellent written and oral communication skills in Engli sh are essential for this position; knowledge of another UN language an advantage.
