The Global Vaccine Action Plan (GVAP) was endorsed by the 194 Member States of the World Health Organization Assembly in May 2012 to achieve the Decade of Vaccines vision by delivering universal access to immunization. The GVAP mission is to improve health by 2020 and beyond by extending the full benefits of immunization to all people, regardless of where they are born, who they are or where they live. More specifically, achieve a world free of poliomyelitis, meet global and regional elimination targets, develop and introduce new and improved vaccines and technologies, exceed the Millennium Development Goal - 4 target for child mortality
UNICEF is a leading partner in the Global Alliance for Vaccines and Immunization (GAVI), a far-reaching public-private partnership dedicated to increasing children’s access to vaccines in poor countries
The GAVI-HSS proposal from the Ministry of Health and Family Welfare (MoHFW) to the GAVI Alliance requests catalytic Health System Strengthening (HSS) support in order to increase immunization coverage in India. Though the MoHFW is actively working to improve immunization coverage rates, key constraints in the current system remain and need to be addressed. Under this proposal GAVI funding will be focused on five delivery areas that will work to improve institutional capacity, cold chain management, evidence-based policy-making and service delivery as well as increase demand for vaccination under the Universal Immunization Program (UIP). These measures will increase both the quality and quantity of the vaccines delivered eventually help India builds a vaccine delivery platform for the 21st century. The lead implementers for the activities outlined are UNICEF, WHO and UNDP, under the coordination of the Immunization Technical Support Unit of the MoHFW. The experience and expertise of these organizations provides a unique opportunity to both build on existing infrastructure and introduce innovations that will raise coverage rates in a sustainable manner.
In line with the UNICEF’s support to Govt of India in Immunization program and implementing GAVI - HSS proposal seeks a consultant in ICO to support monitoring and evaluation (M& E) of the GAVI activities and other immunization priorities including introduction of new vaccines in the country. The consultant specifically responsible for reporting of GAVI –HSS proposal activities implemented in the states to IAG (Immunization action group), MOHFW quarterly and annually.
3. MAJOR TASKS/DELIVERABLES:
• GAVI –HSS Implementation:
The consultant has to liaise closely with National and State health officials, UNICEF state health officers (health, C4D, Polio, Supply, Advocacy & communication sections within UNICEF) and other inter-sectoral partners,(WHO,UNDP,BMGF,ITSU-PHFI) thus networking to support implementation of GAVI-HSS activities.
Under guidance of Immunization Specialist, submission of quarterly progress reports: The quality data in reports need to be prepared in consultation with all stake holders at the states and national level, collate compile and document all information from the states on the indicators where UNICEF is responsible for the implementation.
• New Vaccine Introductions:
Contribute to GOI’s plan of introduction of PCV, JE and Rota virus vaccine by supporting states for preparing and monitoring Gantt chart.
Contribute to Post introduction Evaluation (PIE) by field visits to find the gaps in better programme implementation, concurrent insights to implementation of initiatives for improved vaccine delivery.
• Measles elimination and Rubella Control:
Compile data to contribute to development of Measles elimination operational plan in consultation with Govt. and partners. Coordinate with states for developing timeline for implementation of operational plan for as per GoI plan.
Provide evidence based technical input during the development of training materials, films and training tool kit for different levels of trainings including program managers, health workers and volunteers for measles campaigns and monitor its implementation.
• Cold chain and Vaccine logistics management:
Support incorporation of EVM assessment findings in the routine immunization and block monitoring analysis and its effective utilization in 85 HPDs under RMNCH+A

6. PAYMENT TERMS:
• Payment is linked to receipt and satisfactory acceptance of deliverables.
• Travel expenses will be reimbursed at actuals based on receipt of invoices/reports.
• Per Diem will be reimbursed at UNICEF consultant rates.
7. QUALIFICATION, SPECIALIZED KNOWLEDGE AND EXPERIENCE REQUIRED
University degree from a recognized university in Medicine and Post graduate degree in Public Health.
Minimum two years’ experience in immunization field at state, and national levels
In depth understanding of maternal neonatal tetanus, Measles, Polio, disease control programmes in addition to routine immunization service delivery and demand side components.
In-depth understanding and knowledge of immunization programme, International policy environment, Donor relations.
Expertise in epidemiology and monitoring and evaluation. Strategy formulation and development.

The selection will be on the basis of technical evaluation & financial offer in the ratio of 80:20. The criteria for technical evaluation will be as follows:
a) Educational Qualifications, national level relevant experience Relevant expérience (21 min/30 max Score)
Candidates will be shortlisted for Interview on the basis of the review of criteria (a) as listed above. Candidates who score 21 marks and above in the criteria would be shortlisted for the interview.
a) Interview with candidates that clear the initial shortlisting (35 min/ 50 max Score)
Total technical score – 80. Minimum overall qualifying score is 56. Only those candidates who score the minimum against each criteria and meet the overall minimum qualifying marks of 56 will be considered technically responsive and the financials will be opened.
• Any attempt to unduly influence UNICEF’s selection process will lead to automatic disqualification of the applicant.
