TITLE OF CONSULTANCY: (National) Consultant for Routine Immunization - Supportive supervision


DURATION OF CONSULTANCY: 01st August to 31st Dec 2017

Full immunization rates in India are stagnating around 62% (NFHS4) despite series of efforts to improve routine immunization. In order to increase the effective coverage of immunization in the country, there is need of improving the service delivery, as well as the demand side constraints. For effective service delivery, robust immunization supply chain system is required, which includes cold chain and adequate Human resources, planning, motivation and stewardship of the programme at every level. This will entitle to identify system bottlenecks and their rectification, through specific strategy at each level, with very regular monitoring on process indicator and their consequence in overcoming bottlenecks and increasing immunization coverage. This will require supportive supervision as a key process  empowering skilled staff to better perform with quality at all levels of the health system, strengthening relationships within the system, focusing on the identification and resolution of problems, and helping to optimize the allocation of resources -promoting high standards, teamwork, and better communication.

UNICEF is an implementing partner of MOHFW, GAVI-HSS project aiming at strengthening Health System, with a major component of supportive supervision. The National consultant for Supportive Supervision will, based in UNICEF ICO lead and coordinate with all states colleagues and officials the supportive supervision activities in GAVI supported states. The consultant will specifically be responsible for the establishing, monitoring, reporting on the supportive supervision activities, in close collaboration with MOHFW at central and state level as well as with all stakeholders.

• The consultant will coordinate with the state to find the feasible supportive supervision model which is contextually implementable with consultation with state UNICEF offices.
• Detailed model of supportive supervision and the processes and checklists to be finalized.
• Takes up the monitoring visits to the states for the quality of supportive supervision.
• Collect, collate and structure the reports in a presentable manner to the MOHFW.
• Regular analysis of the supportive supervision data in order to get deep insights into the programme and formulate the strategies, which enable to reach high quality with equity.
• Assist the UNICEF and MOHFW in providing support to stewardship of the immunization programme of the country.
• Collect, collate and present quarterly reports to Immunization action group and submit report to GAVI quarterly and annually.

• Education:
University degree from a recognized university in Medicine and post graduate degree in Public Health, Family Health, Child Development, or a field relevant to international development assistance in Immunization and Child Survival & Health Care.
In depth understanding, knowledge of the maternal, new-born and child health, with specific knowledge and experience in Immunization.
• Work Experience:
5 years of relevant professional work experience in programme development, monitoring and implementation of primary health care programmes including experience in field-based implementation.
Experience in knowledge management
Training and experience in RCH, Immunization/health care.

The selection will be on the basis of technical evaluation & financial offer in the ratio of 80:20.  The criteria for technical evaluation will be as follows:

a) Educational Qualifications, national level relevant experience (21 min/30 max Score)

Candidates will be shortlisted for Interview on the basis of the review of criteria (a) as listed above. Candidates who score 21 marks and above in the criteria would be shortlisted for the interview.

a) Interview  with candidates that clear the initial shortlisting  (35 min/ 50 max Score)

Total technical score – 80.  Minimum overall qualifying score is 56.  Only those candidates who score the minimum against each criteria and meet the overall minimum qualifying marks of 56 will be considered technically responsive and the financials will be opened.
