The Danish Refugee Council (DRC), one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Property Rights Operations Officer for its project‘’Promoting social integration and reconciliation in Kosovo’’.
 
About the job 
 
DRC has implemented emergency and rehabilitation programmes in Kosovo in support of the protection of individuals’ rights to pursue their preferred durable solution since 1998.  DRC Kosovo employs approximately 148 staff members working in areas of multi-sectorial returns, economic development, access to rights and opportunities, capacity building and social rehabilitation. 
The‘’Promoting social integration and reconciliation in Kosovo’’project is implemented in collaboration with Kosovo authorities and aims at supporting their effort to create favourable conditions for return and community stabilisation.  The person will be seconded to the Kosovo Property Comparison and Verification Agency (KPCVA), so as to promote the further development of its capacity to effectively and efficiently perform its role in contributing to the rule of law and protection of property and human rights. The KPCVA is an independent Agency, established under the Article 142 of the Constitution of the Republic of Kosovo[1] with the Law No. 05/L-010. Beside its main mandate in resolving gaps and discrepancies between the original cadastral documents that were taken from Kosovo by the Serbian authorities and the current cadastral documents in the Republic of Kosovo relating to private property, commercial private property and private property of religious communities, KPCVA also inherited the implementation of the mandate of its predecessor Kosovo Property Agency (KPA)which mandate mainly concerns the implementation of the decisions. Under UNMIK Regulation No. 2006/10, promulgated 4 March 2006, as amended by UNMIK Regulation 2006/50 and Assembly of Kosovo Law 03/L-079, KPA was established as an independent administrative agency with the mandate to resolve ownership and user right claims related to the conflict in Kosovo including circumstances directly related to or as the result of it between the period of 27 February 1998 and 20 June 1999. You will work with the Enforcement Unit of KPCVA, and will be responsible for supporting assigned field activities, with special emphasis on facilitating the collection of claims, supervising the notification of claims and decisions and executing the enforcement of decisions. 
 
You will enter into an employment relation with DRC Kosovo, but be under the daily supervision of the Head of KPCVA’s Enforcement Unit for what concerns the implementation of day-to-day activities. 
 
Your main duties and responsibilities will be: 
 
  • Planning and leading field operations related to enforcement of eviction decisions; 
  • Operational management of assigned cases and supporting staff; 
  •  Adherence to procedures and pre-enforcement document control; 
  • Liaison with the KPCVA Operation Room, law enforcement and security agencies; 
  • Preparing written reports on activities undertaken and results for the Head of Enforcement Unit.
 
 
About you 
 
To be successful in this role we expect you to be able to actively contribute to the work of the KPCVA Enforcement Unit by supporting the implementation of project activities and thus fostering the development and fine-tuning of the Agency staff’s skills.  You will moreover need to be able to coordinate with other Kosovo institutions, namely law enforcement, and advise on how to improve coordination mechanisms where necessary.

Moreover, we also expect the following:  
 
Required  
 
  • University Degree 
  • 3 year experience in dealing with property rights 
  • Prior capacity building experience 
  • English (full professional proficiency) 
 
Desirable 
 
  • Academic background in law or human rights 
  • Prior experience in the Balkans 
  • Familiarity with Kosovo’s legal framework on property rights 
  • Ability to communicate in Albanian and/or Serbian 
 
 
We offer 
 
Contract length: 6 months, with the possibility of extension subject to funds 
Level: A19 
Designation of Duty Station: Kosovo is a family duty station, but no additional compensation will be provided to cover family expenses 
Start date: 1 July 2017
