NRC’s Partnership and Policy Department is looking for a new Institutional Partnership Advisor (IPA). The Partnerships and Policy Department is responsible for NRC’s strategic relations with institutional donors and private foundations, and is the “centre of excellence” on donor/partner relations in NRC. As part of a highly effective Institutional Partnership  unit, the new IPA is expected to take on the role as NRC’s lead expert adviser on specific institutional donors (and foundations). As such, the IPA is responsible for strategic relations with these donors and for building internal capacity and maintaining a help desk on donor related issues.

 

Role and responsibilities

The IPA we are looking for will be responsible for NRC’s relationship with the Swedish International Development Cooperation Agency (Sida) and the main responsibilities include:

  • Being  the NRC focal point for expertise on the donor and its relations with NRC, which includes being lead for NRC’s strategic engagement with the donor at HO level, and analyse and share information internally in NRC on policies and priorities of the donor

  • Assist with resource mobilization, including tracking and sharing new funding opportunities, and actively looking for new funding opportunities

  • Provide help-desk support and capacity build staff on fund raising and donor rules and regulations to facilitate compliance

  • Provide advice on donor expectations and requirements in proposals and reports

  • Network and advocate for improved financing conditions with the donor

  • Liaise with other NRC units on donor related issues

  • Administer NRC’s existing framework agreement with Sida, including management of processes related to annual plans, annual reports, donor meetings, and proposing strategic improvements of the framework agreement

  • Processes and negotiations of new framework agreements

  • Actively identifying new funding opportunities

 

Qualifications

  • Relevant university degree

  • Minimum 5 years of experience from a humanitarian/development organization and/or from a donor administration, either at Head Office/capital or field/embassy level

  • Documented results in resource mobilization, including developing proposals and reports to government donors, UN or similar

  • Experience with donor work from other humanitarian/development organisations than NRC

  • A thorough understanding of Project Cycle Management, especially of the logical framework approach

  • Considerable experience from coordinating complex donor processes

  • Experience with editing texts in English

  • Knowledge of Sida’s strategic priorities, organizational setup and funding mechanisms

  • Prior experience with the following donors is also an added advantage:

    • Norwegian Ministry of Foreign Affairs (NMFA)
    • Norwegian Agency for Development Coordination (Norad)
    • The Department for International Development (DFID),
    • Global Affairs Canada (GAC)

 

Personal qualities

  • Excellent interpersonal and communication skills, including negotiation skills

  • Strong planning and administrative skills, we are looking for a conscientious and structured person

  • Strong analytical abilities

  • High tolerance for working under highly stressful conditions

  • Fluency in English, both written and verbal and preferably knowledge of Scandinavian languages

  • Sense of humor
