The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization experienced in helping to create a safer and more dignified life for refugees and internally displaced people. In the light of the high influx of migrants to the Greek islands, NRC has started an emergency response programme on the island of Chios in mid-October 2015. NRC directly assisted over 70,000 refugees and migrants, working together with the Greek authorities, humanitarian actors and volunteers to set up and maintain a dignified and efficient flow of refugees from arrival at the beach, via registration and reception facilities, to departure by boat or plane to mainland Greece. The purpose of a WASH Technical Officer position is to contribute with specific technical competences to project implementation

Job description

• Line management of WASH project field technical staff
• Ensure compliance with NRC policies, guidelines and standards
• Ensure compliance with WASH strategy, tools, handbooks, guidelines and standards
• WASH specific technical responsibility for implementation of technical activities of WASH project(s) (Hygiene promotion and community mobilisation)
• WASH specific technical responsibility for tracking of financial expenditures for technical activities of WASH project(s)
• WASH specific technical responsibility for the quality control and monitoring of project activities
• WASH specific technical responsibility for project documentation of technical activities of WASH project(s)
• Ensure weekly reporting to Shelter/WASH coordinator
• Provide specific technical support and capacity building towards project staff
• Provide specific technical analysis and feedback to NRC representatives in coordination forums
• Assess, promote and document ideas for technical improvement and further program development options
• Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
• Promote the rights of refugees in line with the advocacy strategy
• Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation)
• Line manage Hygiene Promotion staff
• Supervise and manage the day-to-day WASH activities (hygiene promotion) in Thessaloniki area sites including hygiene promotion activities and community mobilization
• Design and ensure that appropriate Hygiene Promotion activities are implemented by the Hygiene Promotion team including scheduling, planning, supervision, and reporting
• Manage and implement distributions of NFIs (non-food items such as hygiene kits and kitchen kits) and food
• Ensure proper documentation of all activities
• Manage and supervise suppliers and contractors
• Carry out monitoring activities
• Induct and train staff
• Provide technical support and training to the team

Qualifications

• Previous experience from working in complex and volatile contexts
• Team management (planning, reporting, supervision)
• Documented results related to the position’s responsibilities
• Fluency in English and Greek, both written and verbal
• At least 3 years of experience in Hygiene Promotion or similar
• Bachelor degree in public health or similar
• Understanding of the Refugee crisis in Greece
• Knowledge/experience in Alexandria and Veria refugee camps is a plus
• Working knowledge of Arabic or Farsi is a plus
