The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Join our team in DR Congo! We are looking for a dedicated and experienced Education Specialist.

NRC has been present in DRC since 2001 and currently runs operations in the eastern provinces of North & South Kivu, with offices in Goma, Bukavu and Beni. The programme has an annual turnover of approximately NOK 140 mill. (2016). The DR Congo operation responds to populations affected by conflict and displacement in North and South Kivu provinces. Our primary areas of intervention are education, food security & livelihoods, and ICLA. In support of these activities we provide shelter and WASH activities to promote integrated programming, through schools construction, transitional shelters in areas of return, or water harvesting points and latrines.

The Education Specialist reports to the Head of Programmme.

Job description

Develop Education strategy, technical guidance and Macro LFA
Compliance with and adherence to NRC policies, guidance and procedures
Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
Identify trends technical standards and donor priorities
Follow up on compliance with contractual commitments within Education, ensure high technical quality and synergies in project implementation
Provide technical direction and project implementation support
- Lead on Education assessment design and analysis
- Support multi sector assessments and response designs
Develop protection components with particular attention to child protection
Develop Education programme components with a particular attention to youth programming
Ensure that key learnings are extracted from Education implementation, and incorporate them in the Education programme and staff development processes
Provide systematic training and build capacity of technical staff
Represent NRC in relevant forums/clusters, including with national authorities and donors
Promote the rights of IDPs/returnees in line with the advocacy strategy

Qualifications

Fluency in French and English, both written and verbal
Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery context
Education expertise
Experience from working in complex and volatile contexts
Knowledge about own leadership skills/profile
Experience in implementation of education projects in emergency settings is preferred
Experience as a teacher or a trainer is preferred
High level of experience in programme management associated to education in emergencies, youth programming and accelerated education
Experience from leading assessments and analysis, and from protection and advocacy work within Eduction
Experience in leading proposal developments and working with donors (e.g. ECHO, Unicef, NMFA, Sida, and Norad)
Knowledge of the context in DRC
Experience working in Eastern Democratic Republic of Congo (DRC) is preferred

Salary/benefits: According to NRC’s International general direction
Duty station: Goma, DR Congo, with up to 50% travel to the field. Goma is a non-family duty station. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
