Context:

Under the overall supervision of the Chief of Mission and the direct supervision of the Senior Programme Coordinator/Head Programme Support Unit, the successful candidate will be responsible for the successful implementation of the IOM Afghanistan managed project “Reintegration and Development Assistance on Afghanistan”. S/he will be responsible for ensuring mid to longer term solutions for Afghan returnees, as well as bridging the gap between humanitarian and development initiatives in country.

Core Functions / Responsibilities:

1. Lead on implementation of the IOM Afghanistan managed, EU funded project “Reintegration and Development Assistance on Afghanistan” in a timely manner, overseeing its financial, administrative and technical aspects, in line with IOM’s policies and procedures, as well as donor requirements.

2. Lead on the recruitment (in coordination with Resource Management) and supervision of all project thematic staff, as well as expert consultants.

3. Together with the M&E Officer based in IOM Dhaka, Bangladesh, monitor project progress, Page 1 / 4specifically aimed at increasing effectiveness and recommending appropriate action, by devising a project M&E strategy/framework; develop M&E tools; and commission and ensure final production of any needs assessments and evaluation reports.

4. Prepare progress and other reports and ensure proper information exchange on all operational aspects of the project between IOM, the EU and other stakeholders. 5. Establish and maintain strong partnerships with Government entities and with the European Delegation, other implementing partners, UN agencies and other stakeholders; establish and maintain project coordination structures with all stakeholders, for example through the formation of a project Steering Committee; regular policy and technical level meetings; project update Situation Reports; launch/closing events.

6. Commission and supervise the implementation of all project activities i.e: (i) establishment of community development programmes in the 8 target Provinces; (ii) provision of Technical Vocational and Education Training/TVET schemes to returnees; (iii) support to Small and Medium Enterprises/SMEs in country; (iv) provision of Post Arrival Reception Assistance (PARA) to Afghan returnees from Europe); (v) provision of technical assistance to the Government of Afghanistan (Ministry of Refugees and Repatriation/MoRR, Ministry of Social Affairs, Labour, Martyrs, and Displacement/ MoSALMD, Displacement and Returnee Executive Committee/DiREC); (iv) development of at least three Provincial Reintegration Committees (PRCs).

7. Develop and implement a technical assistance strategy (including the hiring of key positions) with key project stakeholders to strengthen return and reintegration capacities. 8. Ensure implementation of all project components in line with the priorities established by the Government of Afghanistan in the field of development assistance to Afghan returns (e.g. ensure synergies with the Citizen’s Charter, National Priority Programmes, Afghan National Peace & Development Framework (ANPDF).

9. Coordinate the development of a communication and visibility strategy as well as project awareness raising and outreach tools in line with donor requirements.

10. Support proper coordination in the Region, with the IOM Regional Offices in Bangkok and Brussels, and with other EU-funded international cooperation and development projects in terms of donor liaison, reintegration approach, monitoring and evaluation, reporting, data collection and information elaboration.

11. Act as IOM mission focal point for reintegration and manage associated projects, upon request.

12. Together with the Return, Repatriation, Resettlement/RRR unit, identify new project possibilities in the country on development and reintegration, in relation to expressed governmental needs, donors’ priorities and in line with IOM’s mandate and strategy. 13. Represent IOM at relevant seminars and meetings, as well as other events aimed at promoting IOM’s image and activities.

14. Undertake site visits and duty travel as required.

15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

Page 2 / 4• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience

• At least 5 years professional experience in project management, including managing Migrant Assistance and Return/Reintegration project with a Government or UN agency, or a regional or international organization.

• Experience implementing similar projects in the Asia regions and/or reintegration projects in Afghanistan countries is preferred;

• Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and private sector entities;

• Direct experience implementing individualized reintegration programmes in origin countries (MENA, Asia etc.); with community stabilization or community development experience as advantage;

• Experience with data management.

Languages

Fluency in English is required. Working knowledge of Dari or Pashtou is an advantage. Desirable Competencies:

Internationally recruited professional staff are required to be mobile.
