Context:

Background

The sector/cluster approach has been introduced as a part of “humanitarian reform” aimed at improving the effectiveness of humanitarian response by ensuring greater predictability and accountability, while at the same time strengthening partnerships between NGOs, international organizations, the International Red Cross and Red Crescent Movement and UN agencies. The

other, complementary elements of the reform are: strengthening the humanitarian coordinator (HC) system; and improving humanitarian financing. The aim of a sub country-level Health Sector working group is to ensure a more coherent and effective humanitarian response by all international, national and local actors operating in the health sector in areas affected by crisis. Management of IOM Emergency Health programme in Cox’s Bazar:

The Emergency Health Officer will oversee the management and implementation of all IOM emergency health programme interventions in Cox’s Bazar, supported by the National Programme Officer (Health) who acts as the national thematic expert. The main responsibility of the Emergency Health Officer in overseeing all health programme interventions in Cox’s Bazar will to ensure accountability, monitoring and timely implementation of all emergency health services within running project, which will constitute 50% of the her/his time. The Emergency Health Officer will also act as the Sub-National Health Sector Working Group Coordinator to ensure the good performance of the sub-national Heath Sector Working Group, promoting and upholding the Humanitarian Principles and the Principles of Partnership. The Health Sector performance, in turn, will be monitored and evaluated per the extent by which the activities and programmes of the cluster partners meet the health needs of the crisis-affected populations. The sector coordination responsibility will be another 50% of the successful candidates time.

Under the direct supervision of the Head of Sub Office, IOM Cox’s Bazar and overall supervision of the Senior Programme Manager, IOM Bangladesh and technical guidance of the Regional Thematic Specialist (Health) in the Regional Office for Asia and the Pacific (ROAP) for health technical matters, the successful candidate will be responsible and accountable for facilitating the coordination of the sub-national level health sector in Cox’ Bazar. The successful candidate is expected to carry out his/ her duties in accordance with strictest ethical standards and with due respect for gender and socio-cultural sensitivities. Core Functions / Responsibilities:

1. Oversee all emergency health services programme interventions and guide the senior national team in daily management of all health related projects activities. 2. Ensure all projects are implemented in timely manner and provide technical expertise to the health unit colleagues in meeting all projects requirements within agreed donors’ funding. 3. Identify and contact health sector stakeholders and existing coordination mechanism, including district health authorities, national and international organizations and civil society. 4. Hold regular coordination meetings with Cox’s Bazar health sector partners, building when possible on existing health sector coordination fora.

5. Collect information from all partners on 4W methodology (Who is Where, since and until When, doing What), and regularly feed the database managed by the overall coordination structure. Provide consolidated feedback to all partners and the other sectors. 6. Assess and monitor the availability of health services in the crisis areas provided by all health

actors using GHC tool: Health Resources Availability Mapping System (HeRAMS). 7. Ensure that humanitarian health needs are identified by planning and coordinating joint, inter-sector, initial rapid assessments adapting to the local context the IRA tool, as well as follow-on more in-depth health sub-sector assessments, as needed.

8. Mobilize Health Sector partners to contribute to establishing and maintaining an appropriate Early Warning and Response System, and regularly report on health services delivered to the affected population and the situation in the areas where they work.

9. Lead and contribute to the joint Health Cluster analysis of health-sector information and data (see points 3, 4, 5 and 6) leading to joint identification of gaps in the health sector response and agreement on priorities to inform the development (or adaptation) of a health crisis response strategy.

10. Inform the Government and World Health Organization representatives of priority gaps that cannot be covered by any health sector partner and require cluster lead agency action as provider of last resort.

Ensure partners’ active contribution to and involvement in joint monitoring of individual and common plans of action for health interventions; collate and disseminate this and other information related to the health sector in sit-reps and/or regular Health Bulletins. 12. Represent the Health Sector in inter-cluster coordination mechanisms at sub-national/field level, contribute to jointly identifying critical issues that require multi-sectoral responses, and plan the relevant synergistic interventions with the other clusters concerned.

13. Lead joint Health Sector contingency planning for potential new events or set-backs, when required.

14. Provide leadership and strategic direction to Health Sector Members in the development of the health sector components of FLASH Appeal, Community Heath Awareness Programme (CHAP) and Central Emergency Response Fund (CERF) proposals and other interagency planning and funding documents.

15. Promote adherence of standards and best practices by all health sector partners considering the need for local adaptation. Promote use of the Health Cluster Guide to ensure the application of common approaches, tools and standards.

16. Identify urgent training needs in relation to technical standards and protocols for the delivery of key health services to ensure their adoption and uniform application by all Health sector partners. Coordinate the dissemination of key technical materials and the organization of essential workshops or in-service training.

17. Promote appropriate links among humanitarian actions and longer-term health sector plans, to ensure sustainability within the national health system and longer term risk reduction measures.

18. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• University degree in Medicine from an accredited academic institution with at least seven years of professional experience; or

• University degree in Medicine from an accredited academic institution plus Master’s Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine or other related fields from an accredited academic institution with five years of relevant professional experience.

Experience

• Experience in managing and coordinating health programs in chronic and acute, sudden-onset emergencies;

• Knowledge of structures and functions of national and international health agencies, donors and organizations;

• Familiarity with the health sector in the Asia region, particularly Bangladesh an advantage. Languages

Fluency in English is required. Working knowledge of Bangla is an advantage.
