Background

The Health Development Fund (HDF) is a multi-donor pooled fund managed by UNICEF to support the Ministry of Health and Child Care to achieve planned progress towards achieving the highest possible level of health and quality of life for all Zimbabweans. The HDF supports implementation of high impact cost effective interventions in maternal, newborn, child, adolescent health (MNCH-A) and nutrition as well as health systems strengthening.  The HDF focuses on 7 thematic areas and these are: Maternal, newborn and child health and nutrition, Sexual and Reproduction Health and Rights, Medical products, vaccines and technologies, human resources for health, health financing(results based financing)  and health policy, planning,  M&E and coordination and finally Technical support and innovation. The purpose of the HDF is to continue to consolidate and improve on gains made in maternal, new born and child health by strengthening health systems and scaling up the implementation of high impact reproductive maternal newborn and adolescent health and nutrition interventions through support to the health sector.

 

Introduction

The HDF has no parallel monitoring structure which is specifically designed for the HDF. It uses existing M&E system of the health sector and continues to support the national monitoring system and further strengthen the routine HMIS. The HDF has a logical framework which uses data from the following sources:

  • Monthly Provincial Medical Directors reports, Routine HMIS and other administrative reports
  • Vital Medicines availability and health services survey
  • Reports of bi-annual and annual National and Provincial review and planning meetings (MODO)
  • Provincial Medical Directors (PMDs) monthly generic report – these are submitted on a monthly basis and contain data on progress on key indicators at the provincial level.
  • Reports of Joint Review Missions conducted by HDF Steering Committee members and other relevant stakeholders using a standard check list
  • Regular integrated supportive supervision

Annual reviews, mid-term review and final evaluation

 

Objective (s)

Methodology & Expected Output

  • Technical support in  actively carrying out data entry for the Vital Medicines and Health Services Survey as required
  • Develop and maintain data quality checking processes for the Vital Medicines and Health Services
  • Support the Joint Review Missions
  • Perform data analysis for Vital Medicines and Health Services and Joint Review Mission
  • Provide technical support in  actively carrying out data entry for the Vital Medicines and Health Services Survey as required

 

Major Tasks and Deliverables

Tasks: Developing / updating survey, uploading of data, post survey review meeting, purchase and allocation of data bundles for data collection and issuing of tablets and necessary documents

Deliverable: Survey data collection tools updated and ready as well as prepare draft reports

 

Tasks: VMAHS server management, data quality checks and field monitoring

Deliverable: Data collected and uploaded onto server and compile trend analysis of Provincial Medical Director’s generic reports as and when required

 

Tasks: Data cleaning and verification, Data analysis for Vital Medicines and Health Services and Joint Review Mission, report writing, dissemination of results and provision of technical support for monitoring and evaluation activities to Ministry of Health and Child Care for Health Development Fund activities

Deliverable: Vital Medicines and Health Services survey quarterly report and final report

 

Timeframe

The consultancy will begin 01 June 2017 and end on 30th April 2018

 

Consultancy Requirements

  1. University degree in Epidemiology, Biostatistics, Statistics, Public Health, or other relevant field
  2. At least 2 years M&E experience including designing M&E systems,  data analysis and management, data quality assurance, designing and conducting evaluations, reporting and dissemination of M&E results
  3. Comprehensive understanding of the HDF monitoring system
  4. Previous experience with similar kind of work
  5. Excellent communication skills
  6. Excellent analytical and writing skills in English
  7. Strong computer skills - a good command of MS Access, Excel, SPSS and/or other statistical packages
  8. Excellent interpersonal skills with ability to work in a multi-cultural environment
  9. Familiarity  with UN Systems is an added advantage
