The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters – NORCAP – with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs.

 

NRC has been operating in Afghanistan since 2003, and we have offices in 9 provinces; Balkh, Faryab, Herat, Kabul, Kandahar, Khost, Kunduz, Nangarhar and Badghis. We work with Afghan returnees, refugees, internally displaced people (IDPs) and other communities affected by displacement. Through information counselling and legal assistance (ICLA); education; shelter; water, sanitation and hygiene (WASH); and emergency response programming we build resilience and reduce vulnerability in the affected areas. At the same time we actively promote humanitarian access to reach more people in need.

We are now looking for a new Area Manager to oversee and drive NRC humanitarian access strategy for southern Afghanistan. The Area Manager will manage the NRC operations in the Kandahar province, and ensure high quality and cost effective programme implementation together with around 180 staff.

The responsibilities include:

  • Line management for senior project staff and support functions (and Field Office Coordinators) in the area

  • Be a member of the Country Management Group (CMG)

  • Provide area specific input on Core Competency strategies, Country Strategy and Plan of Action

  • Organize grants opening and closure meetings at area level

  • Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).

  • Assess needs, develop emergency response and implement response plans

  • Scope, plan and establish field offices in southern Afghanistan as necessary

Our ideal candidate:

A University or higher education graduate in a subject relevant to the assignment, a seasoned manager with minimum 3 years of working experience as a Senior Project Manager in a humanitarian/recovery context.  Our ideal candidate will have experience in programming in high-risk contexts with high level of corruption and knowledge of southern Afghanistan.

We are looking for candidates who are fluent in English (written, spoken and read) and ideally knows Pashto.

We offer:

Contract period: 18 months
Salary/benefits: According to NRC’s International or national general(Afghan nationalities) directions
Duty station: The position will be based in Kandahar

This is an unaccompanied post/non family duty station, with shared housing/ accommodation of moderate standard.
Due to the unstable security situation, recreational and social facilities are limited.
All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities.
Approved health certificate will be requested before contract start.
Selected candidate need to provide certified University diplomas prior to applying for visa to Afghanistan
