Under the overall authority of the Assistant Director-General for Natural Sciences (ADG/SC), and the direct supervision of the Chief of Executive Office (SC/EO), the incumbent as a senior staff in the Programme Coordination and Evaluation Unit (PCE) will be responsible for the overall coordination of the programme planning, monitoring and reporting of the Natural Sciences Sector (SC). S/he will oversee the coordination of the preparation of documents for UNESCO’s Governing Bodies (Executive Board and General Conference), Category 1 and 2 Centers and Institutes, UNESCO Chairs, Fellowship and Participation Programmes. S/he will also supervise staff under his/her responsibility. In particular, the incumbent will perform the following tasks\:

 

• Coordinate the Programme Cycle Management of the Natural Sciences Programme at the global level, ensuring the quality and coherence with the UNESCO Programme and Budget strategy; design and finalize strategic documents and coordinate the preparation of the work plans; follow up on decisions and resolutions taken by the Governing Bodies.

 

• Monitor and consolidate reports on the implementation of the SC Programme within the context of Result Based Management (RBM) and Result Based Budgeting (RBB), taking into account the priorities of the Organization, in particular Priority Africa and Gender Equality. Act as the Sector focal point for Gender Equality.

 

• Act as the focal point for the evaluation of the Sector in consultation with UNESCO's Internal Oversight Service (IOS); formulate the evaluation plan of the SC Programme, and follow up its implementation; interact with the focal point for audits.

 

• Provide guidance and backstopping on general SC Programme matters, including RBM; lead the planning, monitoring and reporting of SC Programme on UN reports and resolutions.

 

• Coordinate the overall contribution of the Sector to the General Conference and the Executive Board, including the preparation of the Sector's input to the work agendas of the Governing Bodies. 

EDUCATION

• Advanced university degree (Master’s or equivalent) in one of the fields of Natural Sciences or another related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

WORK EXPERIENCE

• A minimum of 7 years of professional relevant experience in coordination, planning, budgeting, monitoring, reporting and evaluation of projects/programmes, of which preferably 3 years acquired at the international level.

 

SKILLS/COMPETENCIES

• Good understanding of UNESCO’s SC Programme.

• Excellent knowledge of RBM and RBB.

• Excellent programme and project management skills.

• Good understanding of the work and general functioning of international organizations and/or knowledge of the United Nations common system.

• Excellent oral and written communication skills, with proven ability to prepare and draft high quality documents and reports.

• Ability to represent the Organization competently and convincingly and to participate effectively in high-level negotiations with internal and external partners.

• Ability to lead, manage and motivate staff and teams and to maintain effective working relationships in a multicultural environment.

• Sound judgement and decision-making skills.

• Good IT skills, including knowledge of standard office software.

 

LANGUAGES

• Excellent knowledge of English or French and good knowledge of the other language.

EDUCATION

• Ph.D. or equivalent degree in one of the fields of Natural Sciences.

 

WORK EXPERIENCE

• Experience in partnership building with intergovernmental organizations, experts groups, the private sector, civil society and NGOs.

• Experience in strategic planning. 

 

LANGUAGES

• Working knowledge of other official UNESCO language (Arabic, Chinese, Russian or Spanish).
