The incumbent will support the UNICEF Brussels Office through providing a range of procedural, administrative, operational support in supporting and expanding partnership with the EU institutions and supporting the development, implementation, monitoring of and reporting on EU contributions to UNICEF timely and effective delivery that is consistent with UNICEF rules and regulations.

Purpose of the Position

Under the close supervision and guidance of the supervisor, the Programme Assistant (Contributions Management) supports the UNICEF Brussels Office through providing a range of procedural, administrative, operational support in supporting and expanding partnership with the EU institutions and supporting the development, implementation, monitoring of and reporting on EU contributions to UNICEF timely and effective delivery that is consistent with UNICEF rules and regulations.

Key Expected Results

1. Support to development, planning and execution of the Office Management Plan:

  • Compiles data and information on subject matters relevant to the work of the office to facilitate preparation of reports, working papers, and presentations;
  • Prepares and maintains records pertaining to programme planning and development for his/her respective area of responsibilities;
  • Arranges meetings, workshops and training courses and provides support in making the necessary logistical arrangements;
  • Supports the processing of contracts for consultants and external partners.

 

2. Support in resource mobilization and contribution management:

  • Compiles and organizes information and data pertaining to EU grants (both current and potential). Provides data analysis and comparative funding analysis on regular basis;
  • Based on UNICEF rules, regulations and agreements with the EU, provides technical assistance to UNICEF country and regional offices in the preparation of project proposals/descriptions of actions, budgets, contribution agreements, progress and financial reports, amendment requests to ensure quality standards are met;
  • Monitors status of project proposals, implementation and reporting;
  • Encodes grants, amendments and any other necessary updates in VISION and keeps COs, ROs and HQ informed about any changes;
  • Supports the COs/ROs for verifications performed by the EU or its counterparts;
  • Identifies risks on a timely basis and makes sure that the COs/ROs are fully aware about all specific requirements of the EU in terms of contribution management of the EU funded actions.


3. Support to monitoring and reporting of programme results:

  • Monitors budgets and financial expenditures of grants assigned, ensuring compliance with UNICEF rules and regulations, keeping supervisor informed and advised on actions for decision/follow up;
  • Prepares and maintains records, documents and control plans for the monitoring of grant implementation;
  • Prepares analytical reports as required.


4. Support in knowledge management and capacity building:

  • Gathers and shares information as needed in support of improving the processes and daily operations of the section;
  • Supports capacity development activities related to performance monitoring, programme development, and related internal UNICEF systems/tools by drafting necessary correspondence, compiling data reports and maintaining relevant records;
  • Provides periodic capacity building support to UNICEF staff in country and regional offices on EU contribution management standards and requirements.


Qualifications of Successful Candidate

  • Completion of Secondary Education (e.g. High School Diploma) is a minimum requirement.
  • Supplementary technical or university courses related to the work of the organization is an asset.
  • A minimum of five (5) years of progressively responsible work experience in provision of administrative support services is required.
  • Prior hands-on experience in supporting senior staff is desirable.
  • Prior experience in provision of support towards contributions management for a fast-paced programme team with multiple demands is highly desirable.
  • Working knowledge in the Microsoft Suite of Products (including MS Word, MS Excel & MS PowerPoint) is highly desirable.
  • Fluency in English and the local language of the duty station (verbal & written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
  • General Service Staff are recruited locally, but can be of any nationality. Candidates must be in possession of an existing visa/work permit or resident/citizen of Belgium to be considered eligible for this post.
