Context:

Under the overall guidance and supervision of the Chief of Mission and the direct supervision of the shelter and NFI Working Group coordinator, the successful candidate will provide inputs, coordination and guidance to the Shelter and Non-Food Items (NFI) and the CCCM Working Groups, led by IOM in Haiti at department level. Although not a formally activated cluster, this will be “cluster like: run in the style of a cluster.

Core Functions / Responsibilities:

2. Identify commune level focal points where relevant or necessary.

3. Draft specific sections of Shelter and NFI and CCCM documents, strategies, guidelines, and working group terms of reference.

4. Analyze and document gaps, and provide inputs and recommendations for the development Page 1 / 4of sector-specific response strategies at department level. 5. Organize and deliver training/ capacity building opportunities to Shelter and NFI Working Group partners, with a view to improving quality and efficiency of Shelter and NFI distributions in the department,

6. Compile and share with the National Coordinator information provided by the CMO (community mobiliser officer) and CCCM partners on the situation in the collective centres in the department.

7. Track the integration of the Inter-Agency Standing Committee’s priority cross cutting issues (e.g. human rights, HIV/AIDS. age, and community participatory approaches), gender equality and GBV risk reduction, and bring to the attention of the National Coordinator shortfalls and other issues.

8. Organize and participate in regular Shelter and NFI Working Group and CCCM coordination meetings at department level.

9. In consultation with Working Group partners, coordinate and participate in inter-agency needs assessments, as required in the department.

10. Coordinate Shelter and NFI distributions with Working Group partners as well as with other Working Groups involved in responding to the needs.

11. Monitor local needs for stockpiling of NFIs and coordinate closely with IOM Operations Manager and other NFI partners to encourage the strategic pre-positioning of NFIs and Emergency Shelter materials.

12. Draft and disseminate Shelter/ NFI and CCCM Working Group regular updates in the department.

13. Coordinate reporting and information sharing at department level and with the national coordinators / IMO; collect 4W (Who/What/When/Where) information from partners and provide information to relevant inter-agency coordination body so it can be processed and redistributed at the Working Group level and to other stakeholders.

14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, International Relations, Human Rights/ Law, Architecture, Engineering, Disaster Management, Conflict Management or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience

• Experience in Working Group coordination and humanitarian response;

• Experience in programme management and project implementation;

• Experience of operational Working Group information management, shelter programme design, implementation and monitoring and evaluation, site planning, shelter design and basic construction management;

• Good knowledge of shelter-related technical guidelines and standards; • Knowledge of humanitarian reform, operational coordination and Working Group information management;

Fluency in English and French is required.
