The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

The NRC Somalia Country Programme is part of the NRC Horn of Africa, Yemen, Uganda and South Sudan regional mission. Operations in the region began in Somali land in 2004, expanded to Puntland in 2006, South Central Somalia and Kenya in 2007.Since 2011, five more programmes have been established in the region: Ethiopia, Yemen, Djibouti, South Sudan & Uganda. Prioritized activities focus on shelter construction; water, hygiene and sanitation;education; food security; protection and information, counselling and legal Assistance (ICLA).

The purpose of the officer position is day to day implementation of the logistic functions responsibilities.

Job description

Generic responsibilities
Ensure adherence with NRC policies, tools, handbooks and guidelines
Implement delegated support function portfolio according to plan of action
Prepare and develop status reports as required by management
Ensure proper filing of documents
Promote and share ideas for improvement of the support function

Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
Oversee the receiving and dispatching of supplies and project materials to the respective field offices
Receive purchase requests and verify all the relevant details and documents
Develop a standard list of supplier’s/contractors vendor database for Erigavo Office while adhering to the policy and procedures of the organization.
Ensure effective and efficient logistics support for daily Area operations including procurement and supplies, all being implemented in accordance within the policies and standards, as well as approved budgets
Participate in the tendering process including preparation of tender documents relating to construction materials and equipment.
Regular dissemination of relevant logistics information to guide decision making by other stakeholders, through reports, circulars, meetings etc
Follow up with procurement of supplies and organize for delivery of materials and payment processing.
Prepare procurement plans in conjunction with relevant departments
Ensure that the utility bills are received and paid on time. i.e. telephone bills, electricity and water bills
Ensure that procurement and logistics status reports are updated at all times and are shared appropriately
Ensure that all records including inventory list of NRC items and equipment are updated and well kept
Oversee the warehouse operations to ensure adherence to policies, process, procedure and guidelines
Ensure that periodic Inventory reports are prepared as required internally by NRC and/or by donors ie monthly, quarterly, yearly
Ensure the functionality of NRC Erigavo fleet of vehicles to support programme implementation
Ensure proper vehicle utilization, maintenance, fuel consumption and monitoring and controls systems as per NRC policies and procedures
Arrange for staff and visitors transport & accommodation needs
Assign duties, supervise and appraise the work of cleaner, and drivers
Support admin and human resource task in the office
Any other similar task assigned by supervisor

Qualifications

Bachelor degree of logistics, procurement, supply chain management, business administration, accountant and other related discipline.
Training in Purchasing and Supplies preferred
At least 3 years of relevant working experience in INGO or UN organization
Excellent oral and written communication skills
Excellent interpersonal and representation skills
Strong computer application skills
Ability to prioritize among possible interventions
Sound knowledge sharing; document development and review and administrative skills
Goal oriented with ability to work under pressure, independently and with limited supervision.
