We are looking for a highly qualified individual to have overall responsibility for sustainable implementation of program activities within DRC Syria Programme. 
 
Who are we? 
The Danish Refugee Council (DRC) is an International non-governmental organisation, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people worldwide.   
DRC has been actively assisting people and communities affected by the current Syrian crisis since 2011, with programmes in support of Syrians in Lebanon, Jordan, Turkey and Syria.   
The DRC Syria programme, operating from Damascus, currently has 9 expatriate staff and more than 80 national employees – some of which are based at the DRC Community Centres located in 6 different areas throughout the country. In addition to this, DRC has a network of more than 200 volunteers supporting DRC’s operations.    
 
About the job 
Based in Damascus, the overall objective of the post-holder is to contribute to develop DRC’s programmes in accordance with the DRC MENA and Syria programme strategies, based upon the crisis-affected populations’ needs in Syria and the donors supporting the response. Program Development and Quality Manager (PDQM) is responsible for the grants and program quality unit – in areas of program design, proposal development and donor reporting.  PDQM will be responsible for cross-cutting programmatic information management, sound design of and overseeing assessments, and ensuring that information collected is reflected upon, used to improve ongoing projects, and is incorporated into consistently high quality grant proposals and reports. PDQM will provide support and leadership in building partnerships with local NGOs.  PDQM will assist the Head of Programme in areas of strategic planning, fundraising and programme development. 
The Program Development & Quality Senior Manager reports to Head of Programmes. 
 
Duties and Responsibilities
 
Grants Management & Compliance  
  • Develop and maintain the use of strong internal systems and procedures set for effective proposal development and grant management for the Syria portfolio  
  • Develop and implement tools for effective grants management including but not limited to grants trackers and result trackers  
  • Oversee the implementation of the DRC MENA grant meeting guidelines, including kick-off, grant review and closure meetings 
  • Ensure grants that are being implemented are in compliance with DRC rules, regulations, and guidelines for quality and effective management of grants,  
  • Effectively stay abreast of donor policies, procedures, rules and regulations and train DRC staff on these policies.
  • Programme Development  
  • In coordination with the Country Director/HOP pro-actively design and implement fundraising strategies, incorporating donor mapping, to ensure program sectors are adequately financed. 
  • Explore alternative funding opportunities with new type of funding (i.e development-oriented, focusig on resilience & recovery), different sizes and durations, including partnerships and consortia opportunities. 
  • Lead in and produce high quality and needs-based project proposals in compliance with DRC and donor regulations as well as within the parameters of the DRC Syria Country Action Plan.  
  • Coordinate with the Head of Programme on project design, including gathering information for concept notes and proposals in assisting in the design of assessments and logframes 
  • Actively engage with donors, partner agencies and the humanitarian community in Syria to ensure DRC is strongly represented in coordination and funding opportunities. 
  • Liaise and communicate with donors on regular basis for current grants as well as future funding opportunities to maintain strong working relationship.  
  • Programme Quality  
  • Supervise the development of a coordinated/integrated data management system/structure to centralize and facilitate timely information updates (Institutional Knowledge Building), data quality assurance (M&E), sharing of information and learning. 
  • Meet with Programme Coordinators and Managers on a regular basis to keep abreast of progress against implementation plan and identify areas where support is required 
  • From these identified areas, conduct specific pieces of work focussing on programme evaluation, review, learning and assessment in coordination with PQC and IMC .  
  • Supervise in coordination and planning field level relevant needs assessments and surveys taking place  
  • Lead on internal and external program/project evaluations as necessary and ensure the execution of baseline, periodic, and final evaluations as necessary in coordination the program implementation team
  • Programme Implementation 
  • Support HoP and sector managers to ensure that program implementation is managed closely through the development of structured work-plans and approved monitoring plans based on project proposals and that expenditures are monitored monthly; with well-structured corrective action is initiated and tracked where required. 
  • Provide HOP with accurate and up to date advice of developments and opportunities in program and project implementation together with any necessary recommendations for action. 
  • Capacity building  
  • Manage the performance of all staff in PDQ unit to build capacity of managers & coordinators in the grants and program quality team. 
  • Provide training/support to programme staff/teams on identified areas for improvement as pertains to grant management, reporting, proposal writing or evaluation of programmes as and when needed 
  • Establish clear, measureable objectives, ongoing feedback, periodic reviews & evualutions. 
  • Partnerships with local NGOs 
  • Provide support to HOP in developing DRC local partner strategy in accordance to the DRC global strategy. 
  • Support in start-up of partnerships between DRC and local partners ( i.e NGOs)

Moreover we also expect the following: 
 
Required qualifications  
  • Master’s degree in International Development and/or Humanitarian Assistance, Project Management, Humanitarian Assistance, Human Rights, Social Sciences or any other related field. 
  • Over four years of progressively responsible experience in program management, leadership and design in countries of conflict or post-conflict. 
  • At least four years of experience in managing grants large-scale complex emergency operations, including at least two years in Middle-East. 
  • Demonstrated experience and skills in proposal development, budget development, program implementation, monitoring and evaluation. 
  • Strong technical experience (two-three years) in developing M&E tools, developing and managing M&E systems and evaluations etc. 
  • Experience in working with local partners, and building partnerships including setting up capacity building of local partners. 
  • Proven experience in effectively coordinating with National Governments, International and National NGO partners and a variety of working and coordinating with a variety of donors including DFID, UNHCR, ECHO and OFDA. 
 
Desirable qualifications 
  • Working experience within an INGO, and most preferably previous successful experience with DRC.
  • Extensive training skills and experience in building national staff capacity. 
  • Experience in working with a variety of donors. 
  • Experience with qualitative and quantitative data collection and analysis methodologies required. 
 
Competency profile 
  • Excellent writing, analytical and strategic thinking skill, with proven ability to create and utilize qualitative and quantitative analyses in organizational planning. 
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills are necessary.

We offer 
DRC will offer the successful applicant a 12 month contract, renewable dependent on performance. You must be willing and able to work in Damascus, Syria.
