BACKGROUND
Since 2009, UN-Habitat has been supporting implementation of a land program in Democratic Republic of Congo (DRC). In additional since 2012, in partnership with UN-Habitat Regional Office for Africa (ROAF) and the ministry of lands, GLTN supports the land reform process in DRC, by particularly taking into consideration the dissemination of knowledge, the coordination of land actors including technical and financial partners and the implementation of pro-poor, gender and conflict sensitive land tools.

UN-Habitat in close collaboration with the Government of DRC has launched a land programme «Community Participatory Land Use Planning» (CLUP) on September 2016. This DFID-funded USD 12 Million programme implemented by the UN-Habitat country office in DRC seeks to promote the concept of integrated land use planning at community scale to mitigate the risk of land disputes while unlocking the potential for increased socioeconomic development in the three provinces of North Kivu, South Kivu and Ituri.

GLTN is supporting the «Community Participatory Land Use Planning programme» implementation. Several land tools developed by GLTN can be used and tested in these pilot provinces such as Social Tenure Domain Model (STDM), Tenure Responsive Land Use Planning (TR-LUP), Continuum of Land Rights, Gender Evaluation Criteria, Participatory and Inclusive Land Readjustment (PILaR), Youth and Land Responsiveness Criteria, Transparency in Land Administration, among others. The objective is to develop a methodology for producing a simplified rural cadaster that considers the existing continuum of rights that rural and urban dwellers use to secure as much as possible their tenure rights, albeit with varying success. These pilots are in fact an exercise of participatory enumeration of land and property rights capturing both textual and spatial data and introducing these in a data management system such as STDM.

PURPOSE

The course training is to create a better framework for the «Community Participatory Land Use Planning» programme implementation. The training will cover main approaches and methodology, tools and institutional framework relevant for the Tenure Responsive Land Use Planning : (i) basic concept and principles of land use planning; (ii) conceptual framework on how Land Use Planning can enhance tenure security and a framework for doing tenure responsive land use planning; (iii) how to combine the tenure responsive integrating tenure aspects in land use planning and other selected land tools that already exist in the 3 UN-Habitat pilot sites; (iv) presentation of concrete crosscutting issues and development of outline for successful land use planning in the 3 UN-Habitat pilot sites; (v) development of a guide to implement the land use planning.

OBJECTIVES

1. Improved understanding of participants on a number of the land information system tools and approaches;

2. Practical hands-on experience gained through training on a selection of land tools and approaches that are pro-poor, gender appropriate, effective and sustainable;

3. Shared information, experience and perspectives on piloting and application of select land tools;

4. Activity proposals for implementation and sustained follow-up.

RESPONSIBILITES

The key objective of the Consultancy is to develop a « Community Participatory Land Use Planning» guideline and capacity development for piloting in selected provinces (North Kivu, South Kivu and Ituri) in DRC.

Under the overall supervision of the Land and GLTN Secretariat, the Consultant shall perform the following tasks:

Conduct training course for UN-Habitat staff, government and implementing partners organized as:

• 1 training of trainers representing a province

• 3 training targeted in the 3 specific pilot sites

• Support to the learning and sharing knowledge sessions , coordination, tools implementation, and providing substantive inputs;

• Drafting of a methodology and tools manual of the community participatory land use planning guide.

The consultant will closely work with the GLTN secretariat team on substantive inputs while the implementing partners will support on logistic aspects. A toolkit will be prepared by the consultant to ensure that UN-Habitat /GLTN approaches and mythology are taken during the training process. The consultant will conduct joint scoping mission with UN-Habitat / GLTN and implementing partners before training workshops in the 3 pilot sites with the aim of having a better understanding and a shared and harmonized approach. **

EXPECTED OUTPUTS

The expected results of the training are as follows:

• Participants will have a better understanding on the land use planning and others conflict and gender sensitive land tools in addressing various land governance issues in the 3 pilot sites;

• A joint work plan to implement the Community participatory land use planning in the 3 pilot sites developed;

• Make participants commitment to the successful implementation of the action plan and build and / or expand their support network, as well as develop a "community of practice" around land governance.

COMPETENCIES
Professionalism:** Knowledge of concepts and approaches relevant to political economy, land economy, land governance and global land challenges and other international and regional frameworks like the Voluntary Guidelines on the Responsible Governance of Tenure (VGGT), Framework and Guidelines on Land Policy in Africa (F&G), among others. Highly developed conceptual, analytical and innovative problem-solving ability; Competence in using various analytical and research methodologies and the use of open source high resolution remote imagery, e.g., from Google Earth, the US Geologic Services website, the use of handheld GPS ( Garmin Glo with Blue tooth connection to mobile phone), the possible use of the Open Data Kit to capture textual data on affordable android driven mobile phones with geo-referencing capacity, the use of QGIS. The use of STDM to bring spatial and textual data together and manage databases.

Planning and organizing: Ability to work within set deadlines and in line with the requested outputs; Capacity to establish priorities and plan, coordinate own work plan, use time efficiently and apply judgment in the context of competing needs.

Communication: Excellent written and verbal communication skills and ability to articulate complex ideas in a simple and clear manner;

Creativity: Is not bound by current thinking or conventional approaches, takes calculated risks on new and unusual ideas; Offers new and different options to solve problems and meet the UN-Habitat and GLTN Partners’ needs.
EDUCATION
Advanced University degree (masters or equivalent) in a field of Land Management and Administration, Natural resource management, Political Economy, Land Economy, Physical Planning, and/ or any other relevant fields.
WORK EXPERIENCE

• At least 5 years of experience working in the field of Land Management and Administration, Natural resource management, Land Economics and Valuation, Physical Planning and/ or any other relevant fields particularly in developing countries. Participation and experience in a valuation of unregistered lands initiative – preferably in a role providing substantive contribution to task accomplishment.

• Previous working experience with international development especially developing world environment.

• Demonstrated clear comprehension of various unregistered land situations

• Demonstrated clear comprehension of various valuation approaches related to valuation requirements and environment

• Demonstrated clear comprehension of various reforms on land, forestry, agriculture, mining, conservation, decentralisation and peacebuilding in DRC.

• Knowledge on land and natural resources management and tenure issues in Africa is required

• Experience on research and documentation particularly on land and natural issues is required

• Team working ability and flexibility

LANGUAGE SKILLS
Fluency in French (both oral and written) is required; knowledge English is an added advantage.  **

OTHER SKILLS

• Willingness to travel on mission to present findings in the EGM.

• Ability to work under pressure and in multi-cultural environment.

REMUNERATION:

Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid in instalments upon completion and acceptance of the outputs.
