Organizational Setting

 

The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America and the Caribbean), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA’s technical cooperation programme, and is responsible (in close collaboration with Member States) for the planning, formulation, implementation and monitoring of the programme, in line with the IAEA Medium Term Strategy.

The Division of Programme Support and Coordination (TCPC) is responsible for the development, promotion and consistent application of strategies, policies, standards, tools and systems to support the TC programme. This includes quality assurance and enhanced results-based programme management, training and capacity development, expanded cooperation through existing and new partnerships and resource mobilization, efficient management of financial resources, data and information, as well as outreach and reporting.

The Strategy and Partnership Section (TCSPS) is responsible for the creation and enhancement of partnerships with interested States, UN organizations, multilateral financial institutions, development entities and other relevant bodies to create synergies, enhance sustainability and increase the impact of the TC programme; and to investigate and action resource mobilization opportunities. TCSPS develops and promotes technical cooperation strategies based on programmatic trends and capacity requirements; creates linkages between TC programme priorities to the global development agenda and promotes their integration into in development frameworks.


Main Purpose

 

Reporting to the Section Head, the Associate Programme Officer (TC) provides project management, reporting and analytical support to the Section Head, within the different working areas, with the objective of accomplishing effective and timely execution of the assignments.


Role

 

The Associate Programme Officer (TC) is\: (1) a specialist, preparing and coordinating the compilation of narrative reports to donors under the leadership of the Section Head; (2) an analyst, conducting reviews and assessments on global development issues and preparing policy briefs.


Functions / Key Results Expected

 

  • Compile inputs from Programme Management Officers for projects funded under the European Commission, analyse them for compliance with the EC agreement and prepare draft interim and final reports.
  • In close cooperation with the TC Finance and Information Management Section (TCFIMS), ensure timely monthly reporting on the status of implementing the Peaceful Uses Initiative (PUI)\: compile and analyse information received from individual programme managers; identify information gaps by relating the information received to the conditions of the grant agreement; fill the gaps by retrieving required additional data and write draft reports.
  • Support the Section Head in preparing TC inputs for meetings of the Policy-Making Organs (General Conference, Board of Governors, and Technical Assistance and Cooperation Committee). Follow meetings of the Policy-Making Organs and compile reports on deliberations of relevance to the TC Programme.
  • Research general development issues, analyse their impact on the TC programme and prepare briefing notes to senior management.
  • Analyse potential external partnership opportunities within the context of existing and upcoming TC Projects, identifying possible synergies and common partnership objectives, and make recommendations on the feasibility and added value of such partnerships to Project Management.

Qualifications, Experience and Language skills

 

  • University degree in public/business administration, political or social sciences.

  • Previous work in the areas of public affairs, donor relations and external stakeholder engagement.
  • Experience in working with multicultural and multidisciplinary teams.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

 

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $46026 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 16017, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
