Context:

Under the direct supervision the Community Stabilization Officer and the overall supervision of the Chief of Mission, the successful candidate will support the national and local authorities towards the effective provision of assistance to the affected population through the timely and efficient coordination of CCCM and Shelter related activities. S/he will also be the focal point and coordinator for IOM emergency programme implementation in Diffa. Core Functions / Responsibilities:

1. Coordinate the implementation of IOM emergency project in Diffa which includes shelter/NFI assistance and Coordination of service provision to displaced population. 2. Assist in developing the projects strategies and implementation modalities through close collaboration with the donors, the Government of Niger representatives at national and local levels, beneficiary communities, and other relevant humanitarian and development stakeholders.

3. Identify key humanitarian partners for the response, respecting their mandates and programme priorities; and identify other key partners, including provincial and local authorities. Page 1 / 44. Facilitate appropriate coordination with the national coordination team, and humanitarian partners (including UN agencies, national and international NGOs, the Red Cross/Red Crescent Movement and other international organizations), as well as with provincial authorities and local community groups.

5. Contribute to the establishment/maintenance of appropriate and timely sectoral coordination mechanisms, including working groups in all the field locations.

6. Encourage the integration of the IASC’s agreed priority cross-cutting issues, namely human rights, HIV/AIDS, age, gender and environment, utilizing participatory and community based approaches.

7. Work towards securing commitments from participants in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities, with clearly defined focal points for specific issues where necessary.

8. Represent the Shelter/CCCM needs in discussions with Governmental representatives, donors and other key agencies.

9. Conduct needs assessment and analysis, ensuring beneficiary participation including adequate attention given to the needs and challenges by gender and of vulnerable groups. 10. Assist in developing, and update agreed response strategies and action plans ensuring that these are adequately reflected in overall emergency response strategies.

11. Utilize lessons learned from past activities, experiences from other Communes, and beneficiary feedback to revise strategies and action plans accordingly.

12. Work with the national Humanitarian coordination team on the development and up-keeping of simple, user-friendly reporting formats in consultation with the local authorities, providers of assistance and other key stakeholders and promote training on the use of these reporting tools among assistance providers and other stakeholders.

13. Gather and collect data on needs and assistance being provided in a timely and efficient manner, including feedback and/or issues raised by the affected population and communicate the data gathered at the hub level to the national coordination.

14. Coordinate with other working groups to facilitate complementarity and cross-sectoral analysis of information on the disaster response.

15. Contribute to the resource mobilization efforts, identifying potential new project opportunities and contributing to the preparation of project proposal.

16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Business Administration, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience. Experience

• Professional experience in community stabilization, reintegration and capacity building related Page 2 / 4activities in a developing country and post-conflict context.

• Experience in programme management, preferably in migration and/or other displacement situations;

• Experience in project formulation and implementation at national and international levels; • Experience in liaising with governmental authorities, and with other national and international institutions;

• Familiarity with the region is an asset.

Languages

Fluency in English and French is required.
