We are looking for a highly qualified candidate who has the skills to join DRC as Legal Consultant  

 
Who are we? 
DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan. 
DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.

About the job 
The Legal Manager will be responsiblefor providing technical guidance and oversight of DRC’slegal services program. The responsibilities will include the management of legal department, the analysis and identification of vulnerable cases in need of legal representation, participation in field and national working groups and contribution to DRC country advocacy activities. 
 
Duties and Responsibilities 
• Develop informational materials regardinglegal services, civil documentation, residency, and Housing, Land and Properties (HLP) issues in particular. 
• Oversee and participate in delivering legal awareness sessions and legal consultations in the field when required 
• Ensure the implementation of legal programming and legal-related grants, including spending funds appropriately and timely to achieve program goals, contributing to grant reports, and efficient management of available resources. 
• In coordination with Area Program Manager, Deputy Area Program Manager, and Protection Coordinator provide regular support for the legal team in other field office by visiting at least once bi-weekly basis to ensure harmonization of approaches, tools and standards of operation among all field offices.  
• In coordination with Protection Managers and the Protection Coordinator, advise on broader legal services programming strategy and potential mainstreaming opportunities for legal assistance within DRC programs. 
• Identification and preparation of protection cases in need of external legal representation and coordination with external legal firms contracted for this activity on national or field level. 
• Provide technical legal assistance for other programs with the main focus on Livelihoods and Shelter programs. 
• Actively participate in field Protection Working Group(PWG) meetings  and Beirut Legal Task Force, as well asrepresent DRC in other meetings at the hub and governorate level as agreed with the line manager. 
• Establish coordination lines with other relevant legal actors in the same area of intervention and to liaise externally with local authorities and Ministries such asmunicipalities, MoSA, MoL, etc…  
• Regularly monitor and analyze ongoing trends in Lebanon and in the region as related to protection and legal programming, and provide regular updates on these trends and how they affect programming. 
 
About you 
To be successful in this role you must be registered as members of the bar and for professionals with Post Graduate Degree in Lebanese Law or international Law.

Moreover we also expect the following: 

Required qualifications 
• At least five years of prior professional legal experience in Lebanon, ideally specializing in services provided to vulnerable clients and refugees.  
• Experience providing legal counseling and assistance on issues including HLP, employment law, civil status and criminal issues. 
• Experience interacting with judicial, security and administrative authorities. 
• Strong experience managing a diverse team. 
• An understanding of the humanitarian values and a commitment to assist the most vulnerable. 
Desirable qualifications 
• Experience working for an international organization is preferred.  
• Good knowledge of refugee context, as well as demonstrated ability to identify and refer vulnerable cases, is desirable. 
 
We offer 
DRC will offer the successful applicant a consultancy contract until 30th of April 2018, renewable dependent on both funding and performance. You must be available to start work from July 2017 and be willing and able to work in Lebanon (Bekaa or North, TBC). 
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Consultancies please refer to www.drc.ngo under Vacancies. Daily rate will be based on experience and qualifications ( as per SOP)
