The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization experienced in helping to create a safer and more dignified life for refugees and internally displaced people. In the light of the high influx of migrants to the Greek islands, NRC has started an emergency response programme on the island of Chios in mid-October 2015. NRC directly assisted over 70,000 refugees and migrants, working together with the Greek authorities, humanitarian actors and volunteers to set up and maintain a dignified and efficient flow of refugees from arrival at the beach, via registration and reception facilities, to departure by boat or plane to mainland Greece. The Camp Management Team Leader ensures planning and implementation of SMS (Site management support) activities at site level.

Job description

• Management of Camp Management project staff
• Implement plan of action for delegated portfolio of Camp Management project
• Day to day follow of progress in project implementation
• Ensure compliance with NRC policies Camp Management tools, handbooks and guidelines
• Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
• Promote and share ideas for technical improvement
• Prepare periodic progress reports and other documents
• Ensure capacity building of project staff and transfer key skills
• Liaison and collaborate with relevant local authorities and stakeholders
• Promote the rights of IDPs/returnees in line with the advocacy strategy
• Represent NRC at site level
• Take and share minutes of meetings at site level
• Contribute to the designing and implementation of a community mobilization strategy at site level.
• Contribute to the development of procedures and systems to better handle large-scale events
• Plan monitoring activities
• Liaise with other actors at site level to report arising issues and ensure timely follow-up.
• Contribute to the prioritization of infrastructure interventions to expand and improve site facilities.
• Contribute to development of an effective communication with communities (CwC) strategy
• Plan and organize the activity of the information desks/points set up at site level
• Identify “burning” issues and information gaps which require further sensitization and contribute to the development of appropriate information material/campaigns and tools
• Represent NRC in assessments (baseline, end-line, multi-agency, etc.) and pro-actively contribute to the design of assessment tools and methodologies.
• Take the lead on data dissemination to concerned actors and participate in assessment report writing.
• Identify the learning needs of actors at site level and contribute to the development of Capacity Building material and contents and to the activities aimed at transferring knowledge and know-how.

Qualifications

• Experience from working a project implementation position in a humanitarian/recovery context
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Fluency in English, both written and verbal
• At least 5 years of experience with minimum 2 years in a managerial position
• Bachelor degree is required preferably in social science or related field
• Fluency in Greek, both written and verbal
• Fluency in Arabic and/or Farsi (oral) is an asset.
• Experience from working on project implementation position in a humanitarian operation
• Proven experience in site management support is preferred
• Proven experience in capacity building and training
• Political and cultural awareness, as well as good understanding of the refugee crisis in Greece and traditional humanitarian coordination mechanisms.
• Basic knowledge of data collection techniques.
