Closing Date : 27 May 2017 Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

In order to address the surge in transit migrant flows which affected the Western Balkan region in 2015 / early 2016, and in order to assist the migrants who are stranded there after the closure of the Western Balkans route, a profusion of local (government agencies, NGOs, etc.) and international actors (international organizations, the United Nations, donors, etc) stepped up to assist both migrants and the Western Balkan Governments with the challenges of migration management in this context. A wide spectrum of actors has stepped up their activities supporting vulnerable migrants, including women, children, unaccompanied migrant children, victims of trafficking, smuggled migrants and asylum seekers, as well as border authorities. IOM, for its part, has been working in the Western Balkans since the early 1990s and currently has offices in all the countries, having established partnerships with Governments, including local authorities, international organizations as well as non-governmental actors. Thus, IOM was well-placed to assume the lead together with UNHCR in supporting both Government institutions and the migrants travelling through the Western Balkans during and in the aftermath of the migration crisis. Although this may be an indication that some coordination mechanisms are in place, including the United Nations Country Teams (UNCTs), not all actors who work to support Governments in the field of migration management participate in these mechanisms. This has led to the current situation in which a comprehensive regional overview of all involved actors and their respective mandate and roles would enhance coordination efforts. Nature of the consultancy:

The consultancy is being sought within the framework of a U.S. PRM-funded project, implemented by IOM in the Western Balkans, to improve capacities and mechanisms to identify and protect vulnerable migrants in the region.

The main objective of the assessment is to contribute to the enhancement of capacities and mechanisms to protect vulnerable migrants, through the creation of an accurate and informed overview of local and international actors in the Western Balkans supporting migration management in the region, including the identification of their different roles and mandates, as well as their ongoing and planned programs.

Target: Compile an overview of local and international actors assisting Governments in the Western Balkans through a mapping exercise, identifying their different roles and mandates, current and planned activities, as well as conclusions on possible gaps and formulating recommendations based on those conclusions.

IOM Project to which the Consultancy is contributing:

This assessment will serve as the initial activity of Phase II of the project Enhancing capacities and mechanisms to identify and protect vulnerable migrants in the Western Balkans, funded by Page 1 / 4PRM.

IOM launched the first phase of this project in early 2016 as part of its response to the migration crisis to ensure the protection of vulnerable migrants and those in need, to harmonize approaches to comprehensive migration management throughout the region and to facilitate regional coordination and cooperation. Currently, IOM is working on a second phase of this project, in the framework of which the Consultant will carry out the mapping exercise. The mapping matrix and the report will contribute to an enhanced understanding of capacity development efforts in the area of migration management in the Western Balkan region, having a positive impact on results-oriented project delivery and planning of future interventions, not just by IOM but also the wider set of national and international actors. Core Functions / Responsibilities:

Under the general supervision of the IOM Sub-Regional Coordinator for the Western Balkans

and of the IOM Project Manager, the Consultant will perform the following duties: a) Conduct desk research with the purpose of mapping all local and international actors supporting migration management in each of the Western Balkan countries, including establishing their respective roles and mandates

b) Develop research tools in the form of questionnaires and interviewing guides to interview relevant actors to complement the desk review

c) Conduct field visits to selected Western Balkan countries

d) Produce an exhaustive list, in the form of a matrix, of actors supporting migration management in the Western Balkans, identifying their respective roles, programme objectives, activities (current and planned) and synergies

e) Produce a final report based on the abovementioned matrix, including conclusions on possible gaps in coverage and recommendations based on these conclusions. Required Qualifications and Experience:

Education

• Master’s degree in in Political or Social Sciences, Law or a related field from an accredited academic institution; or

• University degree in the above fields with two years of relevant professional experience. Experience

• Experience working in the migration field;

• Knowledge of migration management in the Western Balkan and/or in the local context; • Proven excellent drafting ability;

• Excellent research and interviewing skills.

Language

Fluency in English is required. Working knowledge in local language is an advantage. Desirable Competencies:

Realistic delivery dates and details as to how the work must be delivered: The overall duration of the consultancy will be one month, to be performed between 29 May 2017 and 29 June 2017.

Performance indicators for evaluation of results:
