Purpose of the Assignment

  • To review existing Nutrition, Immunization, Maternal, Newborn and Child Health, Water, Sanitation and Hygiene, Adolescent Health, School Health and Health in Schools and related materials
  • To develop/adapt children and adolescent friendly communication materials on Nutrition, Immunization, Maternal, Newborn and Child Health, Water, Sanitation and Hygiene, Adolescent Health, School Health and Health in Schools

Assignment Tasks

  1. Conduct Desk review of related behaviors change communication strategies, plans, and materials; of the currently ongoing  communication  efforts of the Ministry of Health, especially the integrated Nutrition, MNCH and WASH key messages and of products, the Parenting Programme being implemented through the Ministry of Social Solidarity (MSS), Life-skills Education Ministry of Education and Secretary of States Youth and Sports; b) meet and discuss with relevant focal points of government department and stakeholders and c) prepare an inception report outlining the following a) core issues to be addressed through this work; b) areas in which to develop messages/materials; c) key products that will be produced and their content; d) key steps in the process (how work will be executed); and a work plan with time frame and support needed to accomplish the deliverables of this consultancy.
  2. Conduct focus-group discussions (FGD) with ‘youth innovators’ working with UNICEF, youth parliamentarians, and with children and adolescents of different age group, in and out of school, teachers, parents (mothers and fathers separate groups) in rural and urban areas (at least 2 FDG per group, one for rural and one for urban) for  identification appropriate communication messages, approach and materials. 

3. Develop initial draft messages and concepts for developing age-appropriate, child-appropriate and evidence based communication products targeting each of the groups

 

4. Solicit, obtain, incorporate feedback and inputs of key stakeholder from MoH, MOE, MSS and SYSS and finalise the draft messages and concepts

 

5. Working with locally hired material production experts (graphic designer, illustrators, videographers, photographers) and translator as needed develop communication products targeting each of the groups which are age-appropriate, child-appropriate and evidence based and have user guidance as necessary. 

 

6. Conduct pre-test of materials with age-specific groups (rural and urban, in-school and out of school)  and make adjustment/modification as necessary

 

7. Working with locally hired material production experts organize/facilitate consultative meeting/workshop with a) broader stakeholders b) youth parliamentarians, c)  children and d) adolescents representatives to reflect children and other stakeholders perspective and get inputs for improvement

 

8. Working with locally hired material production experts make adjustment/modification of the updated materials as necessary

 

9. Prepare orientation package (include dissemination plan) for focal points of MoH, MoE, SYSS and MSS providing self-explanatory guidance on how to use the each of the child and adolescent friendly communication material developed

 

10. Conduct orientation of 20-25 focal points of MoH, MoE, SYSS and MSS on how to use the each of the child and adolescent friendly communication materials

 

11. Prepare and submit final report of the consultancy along with full set of deliverables described above

 

Expected Deliverables

 

1. Inception report that shows at least the following:

  • Core issues to be addressed through this work
  • Areas in which to develop messages/materials
  • Key products that will be produced
  • Key steps in the process (how work will be executed)

2. FGD report with findings and key recommendations for developing age-appropriate, child-appropriate and evidence based communication products identifying among others, the following:

  • Areas in which to develop messages/materials for each groups
  • Message themes
  • Approach, appeal and tone

 5.  Draft child and adolescent friendly communication products with relevant user guidance targeting each of the groups

 6. Pre-test report and improved child and adolescent friendly communication products targeting each of the groups

 7. Consultative workshop report that lists all inputs and list of suggestions for improvement prepared.

Timeline: 6 days

 8. Finalized child and adolescent friendly communication products targeting each of the groups

Timeline: 7 days

 9. Orientation package providing self-explanatory guidance on how to use the each of the child and adolescent friendly communication material developed

Timeline: 3 days

 10. 20-25 focal points of MoH, MoE, SYSS and MSS oriented on how to use the each of the child and adolescent friendly communication materials

Timeline: 3 days

 11. Detailed reports with deliverables 7.1 to 7.10 submitted as follows:

  • Full set in print
  • Full report in PDF file and editable MS word file
  • Editable copies of all communication products developed in relevant software

Qualifications of Successful Candidate 

  • An advanced University degree in Communications, Behavior Change Communication, Communication for Development or relevant field with equal years of relevant work experience in lieu of a master's degree.
  • A minimum of 5-7 years’ experience communication for development in a developing country context
  • Proven expertise in developing communication approach and materials targeting children and adolescents
  • Advanced knowledge in concept and creation of specific graphic design assets
  • Good understanding of new and evolving technologies and digital media
  • Knowledge on graphic design and graphic design software
  • Good communication and advocacy skills. Ability to communicate with children of different age groups. Ability to express concisely and clearly ideas and concepts in written and oral form.
  • Experience in developing communication related training materials and conducting training of trainers/users
  • Excellent documentation and communication skills in English and Tetum
  • Fluency in English; knowledge of Tetum and Portuguese will be an asset
  • Experience of prior work in Timor-Leste will be preferred
