Assignment Tasks

     I. Budget analysis in social sector with child, gender, and equity lens  

  1. Become familiar with key PFM instruments (Financial Management Information System, Dashboard, Budget Brief, etc) at MOF and key documents related to children in Timor-Leste (Modules for Public Finance for Children, National Action Plan for Children in Timor-Leste 2016-2020, examples of Budget Briefs, etc)  

  2. Conduct budget analysis in social sector with child, gender and equity lens  

  3. Develop a Sectoral Budget Brief for selected social sectors with below overall outline with child, gender and equity lens. Sectoral Budget Brief needs to be short (approximately 6 pages) and reader-friendly with illustrative figures (graphs, tables, maps, pictures, etc) in English and Tetum. 

     Outline of Sectoral Budget Brief:

  • Key messages (four to six bullet points)
  • Definition of the sector (how the sector is defined for budgetary purposes)
  • Trends of the sectorial budget (expenditure in past 4/5 years; highlight evolution over time)
  • In-depth analysis within the sectors (distribution of the budget by municipality; types -capital/recurrent; child related programme/activity etc)
  • Equity analysis (the weight of the sectorial budget in overall state budget and percentage of the GDP; per capita allocation by municipality)

     

    II. Annual budget preparation and monitoring

     

    Preparation for GSB 2018  

  1. Support MOF for General State Budget (GSB) preparation in alignment with on-going PFM reforms/roadmap including fiscal decentralization and Programme Based Budgeting. 
  2. Provide an analysis of the proposed budget allocations in the social sectors that impact children’s and women’s well-being (including health, education, social protection, and water and sanitation) in consultation with key stakeholders (UN agencies, Commission for the Rights of the Child, etc) 
  3. Develop Budget Review Briefs in English and Tetum for proposed 2018 GSB in the social sectors with below overall outline with child, gender and equity lens. Budget Review Briefs need to be short (approximately 4 pages) and reader-friendly for key audience (Parliamentarians, Commission for the Rights of the Child, Civil Society) with illustrative figures (graphs, tables, maps, pictures, etc).  

Outline of 2018 Budget Review Brief:

  • Key messages (four to six bullet points)
  • Main findings (highlight key changes in GSB 2018 in comparison with previous years with particular focus on decentralization)
  • Budget allocation by programme, municipality, budget types-recurrent/capital against plans submitted
  • Budget allocation against sectorial strategies and needs
  • Key recommendations for advocacy (recommendations need to be actionable, feasible, clear, relevant and realistic under sustainable financing).  

     

    Monitoring for GSB 2017  

    d. Develop a periodic monitoring report on budget execution in key social sectors’ ministries based on the recommended format of MOF                                  III. Knowledge Management through systematic organization of key documents and training/workshops  

     

  1. Support documentation and systematic organisation of the PFM and related workshops led by MOF (i.e Decentralised results based budgeting for municipalities ; Open Budget Initiative among others)  

  2. Support Performance Based Budgeting (PBB) initiative of Ministry of Health and facilitate communication with MOF 

  3. Support a learning session related to Public Finance for Children (PF4C) for the focal point of National Action Plan for Children (NAPC).

Outputs/Deliverables (deadline of submission)  

       Sectoral Budget Brief:  

  • Draft Sectoral Budget Briefs for selected social sectors in English and Tetum, accompanied by a complete data set used. Sectoral Budget Briefs is to be developed in a word formatted document and complete data set is to be presented in an excel format (August 31st 2017)  
  • Final revised Sectoral Budget Briefs (English and Tetum) based on the feedback received. (October 30th 2017)  

II. Timeline: June to December 2017 (except weekend and Government official holidays)

          2018 Budget Review Brief (BRB)

  • Draft Budget Review Brief for GSB 2018 in English and Tetum, accompanied by complete data set used. Budget Review Brief is to be developed in a word formatted document. Complete data set is to be presented in an excel format (example can be provided by UNICEF based on GSB2017 review exercise).  (October 30th 2017)

  • Final revised Budget Review Brief GSB 2018 in English and Tetum, based on the feedback received  (November 10th 2017)

    Monitoring for GSB 2017

     

  • Two periodical monitoring reports on GSB 2017 to inform MOF General Directorate of State Finance (Timing to be determined

 III. Timeline: June to December 2017 (except weekend and Government official holidays)

Outputs/Deliverables  (deadline of submission)  

  • Workshop report on Decentralised results based budgeting for municipalities with related materials (presentations with translation to English; list of participants, etc) ( June 29th 2017)

  • Summary of meetings between MOF and MOH on PBB initiative (timing of the meeting will be determined; summary of meeting needs to be shared within 2 days after the meeting)  

  • Activity report on the Knowledge Sharing session for Open Budget Initiative with related materials (presentations with translation to English; list of participants, etc) (December 30 2017)

  • Activity report on PF4C for the focal point of NAPC with related materials (presentations with translation to English; list of participants, etc) (December 30 2017)

Qualifications of Successful Candidate

  • University degree in economics, public administration, or related field
  • Demonstrated budget analysis skills, especially in social sectors
  • Excellent communication and interpersonal skills
  • Good communication skills (oral/written) in English and Tetum
  • Good language skills (reading) in Portuguese
  • Experience working with MOF would be an asset
