Job profile 
The Camp Coordination and Camp Management (CCCM) Expert in Nigeria will assist and mentor the partner agency with a mandate for CCCM and support DRC site facilitators that shall be deployed to DRC focus areas as per sector agreements who shall provide on-site facilitation for both CCCM and Local Area Coordination. In the CCCM Expert shall work to establish camp monitoring procedures (as per sector agreements and tools) and information sharing pathways with the CCCM/Shelter/NFI sector for site monitoring. 
 
The CCCM Expert will be directly supervised by the Head of Programmes, but direct line supervision arrangements may be amended dependent on DRC Nigeria structural changes and arrangements. 
  
Key responsibilities 
Technical Support in CCCM 
⦁ Support the CCCM partner NGO in Bama, Mafa and Ngala through trainings and ongoing mentoring. 
⦁ Support strengthening of the CCCM response to assist and protect refugees by establishing and reinforcing the system of management, coordinating maintenance of camp infrastructure, and a strong focus on enhancing community participation with the affected populations. 
⦁ Support the definition of clear roles of the CCCM partner in Nyarugusu and understanding of this by all stakeholders including refugees 
⦁ Provide technical support in CCCM in Mafa, bama and Ngala with the overall aim to adapt existing practices to relevant policies and uphold international best practices in line with the CCCM sector objectives for Borno 
⦁ Facilitate and implement a capacity building program for the local partner responsible for camp coordination and camp management, as well as for other stakeholders active in the sector through the DRC CCCM training resources 
⦁ Support and facilitate any other relevant CCCM training for NGOs, government officials, and members of the IDP community 
⦁ Support CCCM information and knowledge management through the sector IM systems by adapting DRC MnE Kobo systems and tools to include Site information and ensuring timely and accurate reporting to the sector IM teams 
⦁ Ensure the participation of women, persons with special needs (PSN), and other traditionally marginalized groups in camp activities. 
 
 
Support Strategic Planning in CCCM 
⦁ Conduct rapid needs assessments to better support camp management and strategic planning as well as identify risks and vulnerabilities, including those related to gender, age and diversity.   
⦁ In close consultation with partners, develop concrete initiatives and specific strategies to improve camp coordination and camp management, as well as reduce identified risks.   
⦁ Assess CCCM needs and identify problems/gaps and propose/prioritize timely practical actions to respond to particular problems. 
⦁ Help to develop contingency plans for Bama, Mafa, and Ngala generally based on worst-case and most likely scenarios in terms of population movements within the CCCM sector 
 
Monitoring, Reporting, and Development: 
⦁ Develop and utilize CCCM monitoring tools and mechanisms to ensure proper camp management and follow up. 
⦁ Undertake quality control and site monitoring to ensure that services provided are according to international best practice standards and to measure progress against implementation plans. 
⦁ Work to ensure adequate reporting and effective information sharing including by disaggregating data by age and gender. 
⦁ Monitor financial spending and budgets for the program. 
⦁ Contribute to donor and management reports on CCCM support projects. 
 
Coordination and Representation: 
⦁ Share relevant project information with stakeholders. 
⦁ Support Site facilitators to facilitate general camp coordination meetings with the Camp Management agency, local Area coordination meetings (establishing them where necessary), as well as participating in CCCM specific coordination for a in Borno. 
⦁ Coordinate with IOM, SEMA, NEMA, Local Government and other humanitarian actors on CCCM issues and relevant contingency planning. 
⦁ Ensure internal coordination and harmonization of DRC CCCM-related activities with DRC’s other programs. 
 
Qualifications 
⦁ University or graduate degree in international relations, development, law, gender, or other relevant field. 
⦁ 5 years’ relevant work experience in camp coordination and/or camp management in camp and camp like-settings; quality and relevance of previous experiences shall inform weighting of experience 
⦁ Proven experience working in complex emergencies in hard to access areas 
⦁ Experience with capacity building, and in convening and facilitating trainings and workshops. 
⦁ Proven commitment to accountability and quality assurance. 
⦁ Excellent analytical and writing skills. 
⦁ Excellent interpersonal skills and demonstrated ability to establish effective and working relations with national staff members and other stakeholders. 
⦁ Experience living and working in cross-cultural, multi-sector, insecure, and/or remote environments. 
⦁ Ability to work well under pressure and in adverse conditions. 
⦁ Substantial project management skills and experience. 
⦁ Strong professional written and oral English language skills. 
⦁ Proficiency in common computer packages and financial software i.e. Word, Excel, Powerpoint, etc. 
 
We Offer
Contract: 3 months contract, with possibility of extension contingent on funding. 
Other employment conditions in accordance with the Danish Refugee Council’s Terms of Employment for Global Expatriates. This position is rated as A14 on the DRC salary scale available at www.drc.dk. 
  • Availability: As soon as possible. 
  • Duty Station: Maiduguri, Nigeria with some travel across DRC operational areas. Note that this is an unaccompanied position. 
  • Closing date: 1st of June 2017. Interviews will be held on a rolling basis due to the urgency of the recruitment. DRC reserves the right to recruit candidate before the closing date of the vacancy should suitable candidate be identified.
